The recipe should be obtainable by quest What a Long, Sweet Trip It's Been from Rumiastrasza, but it must have some connection to Ruby Feast celebration. Thought it could be with max cooking skill, but i have no quests for it.

Rumiastrasza just had a quest pop today The Ruby Feast!. I'm assuming this will lead to us doing these small quests for all the cooks that come to visit, then she will offer us the quest for the feast, as that is what the quest text alludes to.

Just completed Great Gourmand of The Ruby Feast today and have completed all associated quests, and have tried to talk to Rumiastrasza to see if anything else happened, but nothing so far.
Will check again after the reset just in case it's a weekly thing after the achievement.
That, or it's bugged / not fully implemented.

Specialist Game Master Thrakdrar, at your service. I heard that you can't pick up the quest What a Long, Sweet Trip It's Been, so I checked into the situation for you.

I did a lot of checking through here, since providing hints and tips on quests is not something we can do in general, and it looks like this quest doesn't have any presence anywhere except on the Dragonflight beta version of the WoWhead website. There does not seem to be any information currently on if this quest is in the game, which means that there isn't any news on that front yet. Edit (14/12/22): As of today after the update, there is now a new quest from Rumiastrasza 10,000 Years of Roasting. After completing this quest there appears to be nothing else to take. I am beginning to wonder if this is a weekly lockout quest chain finally ending in What a Long, Sweet Trip It's Been

This recipe is available to unlock after doing all the different quests involving Rumiastrasza.

There is one quest for every set of meals involved in Great Gourmand of The Ruby Feast (7 quests).

The quest / set of meal change every day.
After completing all 7 quests, Rumiastrasza gives you the recipe on next daily reset.

The last quest rewards the Recipe.

I received the recipe today after completing 7 quests on a daily reset. After the last quest was completed, I had to wait another reset before Rumiastrasza gave the recipe. All told, it will take you 8 total days to get the recipe (7 quests, plus one more reset before she rewards the recipe). I don't recall any specific reputation level required to start the first quest, but you will need to grab The Ruby Feast! plastered on flyers throughout Valdrakken or available from Rumi herself before you can get the first required quest from her.

Her quests are, in random order:

You will need to complete all 7 of these and their follow-up quests which will return you to her. They will not be issued to you in this specific order, and the next quest from her will be available at reset. While you're there, talk to the day's chef and click on all 3 dishes on the table to your left facing Rumi. You can get the Great Gourmand of the Ruby Feast achievement this way (you'll also be awarded the relevant food at the end of each quest chain, but I mean, questing with cheese on your head is hilarious). I did want to call out that the achievement can be completed along with the quests, but the achievement does not inherently make the quest available. They are separate.

This feast is the DF version of SL's Stone Soup. You can either contribute several pieces of meat, several pieces of fish, or 1-2 of a finished dish to fill it. I was a bit concerned when I saw the UI ask for specific finished dishes, but on hover it only requires 1 (or in some cases 2) of them to contribute.

As a stone-soup equivalent, if you're not familiar, this is a type of feast that you set down and then other group members can click on the pot to fill it with ingredients. When the bar on the UI is full, it will become a usable feast.

In a way, it ends up being cheaper to make because everyone can contribute and it also spreads the workload of making feasts. Overall, worth taking the week-ish to get the recipe, but the quest chain in the Primalist Future is frustrating and I recommend you bring a friend :)

Does anyone know if this can be done on alts? I completed on main but my alt who is renown 10 with Valdrakken is not getting any quests from the chef.

Oddly, the recipe is not Bind on Pickup, so you can buy and sell this on the AH.
