I think "/cast !Tree of Life" should work. The ! in front of the name of any toggleable ability says to turn it on, and don't turn it off.

It could be easier to write if you wanted to cast something IF you were in tree form, like
/cast Lifebloom; Tree Of Life
This would cast Lifebloom if you were a tree, and Tree form shift if you weren't.
Unless you can use /cast to do something like /fart if you were already tree, but I don't think you can?

If you want to shift out then in like Desprez was saying (I use with Furor tallent to get rage at the start of a fight) use this two line macro:
/cast Dire Bear Form
/cast !Dire Bear Form
The fist line is a normal toggle, so if you are in bear form you'll come out, otherwise you'll go in, and the second line will only put you into bear form, in the case that the first line took you out.
