basically, scourge strike is meant to be an obliterate replacement for unholy deathknights.
Scourge strike does shadow damage, Obliterate does physical damage. Obliterate removes diseases, Scourge strike doesnt. Scourge strike generally does more damage than obliterate.
With the last build, the scaling via attack power of scourge strike was nerfed - we dont know if it was intentional or not. Right now obliterate is doing more damage even on armored targets.

I dont think the scourge strike nerf was intentional, it seems to be a matter of it not scaling properly with attack power. They tweaked a lot of scaling coefficients with this build, which changed damage output a lot.
Example - my bloodboil before the last build generally crit for around 600-800. Now it's critting for 1000-1200 in the same gear on the same targets, because it's getting more bonus from attack power.
btw, they changed the tooltip on blight.. "target is considered diseased." does that still mean that you can make blight work as a 3rd disease and get more damage from Scourge strike and obliterate?

and Dirge seems to have been nerfed considerably also.. 5 more runic power seems kinda low.. or am I missing something?
Dirge is the same as before. The past version increased the runic power generated by 50%.
All rune abilities generate 10 runic power, so before it was still only getting 5 extra RP with the abilities. it was actually buffed, since now it effects more abilities than it used to.

Obliterate is, but there's no reason to use obliterate if you've got scourge strike. Scourge strike is designed to do similar damage, and usually does more damage because it bypasses armor, for unholy it doesnt consume diseases like obliterate does so it's always better to use. Right now it's just got bugged scaling.

ob doset remove desieses if you put 8 points into frost. it hits harder, has a 6 sec cooldown and uses runes instead of rp.
um...
-Requires 8 points in frost to use without removing your diseases, you're right there
-Obliterate does less damage than scourge strike (or should, it's currently not getting benefit from AP, but that's a bug)
-Obliterate does not have a cooldown, neither does scourge strike
-Both of them have the same resource cost: 1 unholy rune and 1 frost rune.
Perhaps you're thinking about howling blast? Howling blast also uses 1 unholy + 1 frost, it does less damage on a single target than either scourge strike or obliterate, but it's an aoe ability. It does have a 6 second cooldown.
