Resto Haste Soft Cap

Sorry if I'm just missing this, but what is the Resto Druid Haste Soft Cap at 80? Is there a "Hard Cap" as well? Why is that?
I heard the goal is to get to a 1 sec GCD. Is it the soft cap because the 1 sec GCD is the fastest possible? Thanks for the help!
