It's what I use currently. 0/41/20 has carried me through Kara, Gruul's and Magtheridon's, and through Hydross and Lurker in SSC. I'm quite a bit less geared than my fellow raiders (having just joined the raiding scene recently), but I was 8th on DPS vs. Hydross, with 14 DPS in the group, me being the only one with blues left, so I think the spec works admirably for early progression raiding.

For maximum damage you will want to start raiding as 41/20/0. MM and Surv do not do as well as a equal geared and skilled BM hunter and as a surv hunter you start to shine when you get T5/T6. For me the only Viable specs I see for raiding are as BM for max personal DPS and as Surv for Max Physical DPS. MM has fallen behind ever since BC was released.

MM spec is pvp-farming spec period !!!
The MM is by far the most fun as it has the most tricks in pvp and better trapping, but if you focus is o raids, it is nĀ“just not good enough atm, hopefully blizz will do something about this in WOtLK
We raided SSC last night, Hydross right through to our first attempts on Leo (Hyd, Lurk, and Moro down). I'm a Marksmanship Hunter, and my class leader is a BM hunter who taught me everything I know about macros, outgears me by half a tier (I have 2 pieces of T4, he's in full T4), and FOUR other hunters in the raid, ALL Beast Mastery. On every single boss we fought, I was #1 on DPS, averaging about 1200 DPS, 1500 when popping trinkets. I'd like to think that's good enough, even though I'm "just" a MM hunter. You can do all the theorycrafting you want, but when we're looking at a dead boss with me on top of raid DPS without pulling aggro, that tells me more than the math.
(Hunters rawk, we were 1-6 on DPS for the whole raid.) =D

It sounds to me like you run with some slacker BM Hunters.
Actually player effort/skill/knowledge make a huge difference in DPS chart placement.
Im not saying this to be a smartass about you or the hunters you play with.
I have had many experiences both as a rogue and a hunter that I have been able to out-DPS players in much better gear than I, simply by playing my best game and using every consumable available.
All that to say this: In a DPS race between players of equal skill/motivation/gear BM will win everytime, until you reach 2000 RAP unbuffed.
At this point MM will give you greater theoretical personal DPS, however unless your tank seriously outgears you (doubtful with that much RAP but possible), you will have to constantly hold back to avoid breaking agro, therefore gimping your personal DPS, and making MM pointless. And you sacrificed your raid utility (either traps/EW or FI) to boot.
