Well I dont have any mods to record this date while I'm playing (yes, i'm in the beta) - but I can definitely say that the proc rate on fallen crusader is TOO DAMN LOW!
I switched to cinderglacier early on, and now I have swordshattering (4% parry is actually fairly helpful for leveling/questing).
But yea, I would say the proc rate for most of the 'on-proc' runeforges (cinderglacier, fallen crusader, and lichbane) is around 3-4 procs per minute right now, due to the extended duration on them. You get around one proc every mob, sometimes more, sometimes less.

Bear in mind that enchant procs are based on a proc per minute algorithm derived from base swing rate. Assuming the rune's proc rate is identical to other comparable enchant procs like mongoose or crusader, you're looking at 1 proc per minute. Given a slow speed weapon like 3.5 seconds, that means for any given swing, you'll have roughly a 5.83% chance to proc per swing. The exact formula would be:
(seconds per swing) / (60 / PPM) = proc chance per swing.
