This quest name is a direct reference to the Dayman song from the show It's Always Sunny in Philadelphia.

These are found in the new daily quest areas in Hallowfall and Azj-Kahet. It seems that the Dissenter mobs spawn naturally(though rarely) while Whisperer ones are summoned from suspicious document (an open glowing scroll) that rarely appears on the ground. They award 50 reputation to Flame's Radiance upon defeat (no clue if daily/weekly) and have a chance to drop veteran gear.

Despite the achievement saying elite and them appearing as such, they have rare elite marker on the minimap.

These mobs do not spawn at the Nightfall event if it wasn't clear, they spawn around Hallowfall and Azj-Kahet.

They're marked with the big elite icon on the map

Early observations, x2 named per daily quest area. These seem fixed I witnessed the same rares pop in each.

Note that I saw Hillhelm's scroll spawn three times in < 1 hour, and got rep from all kills which were the same day on the same character.

Observations:
- Suspicious Documents - a scroll (folded or unfurled), on the ground - when clicked, spawn a rare elite.
- Sometimes there's a rare elite that spawns directly once in a while.
- Documents/Rares may have multiple spawn points in a location.
- Documents/Rares seem fixed per location in a zone.
- Both zone's rares seem to be up, even if quest is not up in the zone.
- Documents/Rares seem to share some spawn locations, or Rares spawn just around Document locations.
- Documents seem to spawn faster than Rares (every 20-30 min?).
- Rare elites drop 50 Rep, some Veteran gear, once per day, and some Resonance Crystals too.

Dissenter Fervormyt, Hallowfall zone *gold elite, did do a callout on my rare scanner
He spawned in two locations, 1 hour apart (during my time in hallowfall)
50 rep when killed

Things that i have tested myself :
1. Each area can spawn 2 things : The rare it self or a scroll that spawns a rare when clicked.
2. You dont need to have the daily quest on you to spawn the rare or to kill it , even if you finished the quest you can still click on the scroll and/or kill the rare.
3. Only one scroll in each quest area is up at the time so if you killed one but wait for the other you have to check the scrolls from the one you killed since it can spawn again the same one , for example i got the same one in azj-kahet 5 times in row .
4. The respawn timer on the scrolls are less then 30 min , dont know exact timer but every time took me less than 30 min to find them (15-30 min) PS: some of the quest areas are bugged most likely they do not respawn at all for some reason atm)
BONUS : Non event rares that spawn within the quest area also drop 50 rep , no sure if is a bug or intended or if this is the reason some of the event rares are bugged but hey keep this one in mind you get a good chunk of rep
5. If you have the time to invest.... is worth mentioning that All of those rares are on daily reset, so you get rep on killing them every day , for example only the event rares if you can manage killing all 12 per day is 600 rep . Personaly cba doing it but i wanted to point it out for the hardcore farmers out there... goodluck.
EDIT : All reputation with the even has been buffed 100% so double the initial amount... W change !

From doing some camping with a guy in LFG i can safely draw these 2 conclusions if you want to do the achievment.

The rare that spawns naturally as any rare actually is influenced by mobs dying in that area,so if you camp the areas that are active that day you will most likely see those rares quite often,they die quite fast but if you patrol you shouldn't have issues to tag them,they appear on the minimap but not on the normal map.

My advice if you want to do this achievment fast is you camp the active daily area until you kill all 3 rares that should occur more often and then go to the non-active daily area to search for scrolls which should be really easy to fiind since no one is there to trigger them.

Still waiting on a single spawn of Whisperer Warsididel in Rak-Zakaz. Is anyone able to confirm that they've seen them spawn? The entire duration of this patch I've only ever seen Dissenter Oathland up, and never a single instance of the Suspicious Document that supposedly spawns here.

didnt realise this only needed 5 to finish it so was much easier than i expected, saw pretty much no rares or scrolls while doing the odd round of dailies here and there, but put wm on and got my 5 in one set of dailies.

The fact that this achievement doesn't unlock the "Dayman" or "%, Champion of the Sun" achievement is a travesty.

Like with most rare elite farming, if you don't get any luck after 20-30min of rotations, switch to WM. Got the last 2 I needed immediately upon entering their pathing area.
