Rapier is in a weapon rack. Pack is in an empty barrel. As you go inside, the barrel will be at the end of the hall on the left and the rack will be at the end of the hall on the right.

Garnerh42 is right. Barrel is at 41,29(Right in that final room turn to the right)
Weapon Rack is at 42,27(It's on the right side of the room just past the table)

For rogues about to do this quest:

I'm not sure if I was just having bad luck, or what the problem was. But these guys seem to have a greater chance to detect your stealth and break it. At the time of this quest I was level 38, and the range level of the mobs in the area are 37-40.

I had no points in any additional stealth talents.

I solo'd this quest. Here's the way I'd suggest to it, if alone:

Enter Angor Fortress, South of Uldaman (43, 30). Take the hall to the left and clear it out. Then go straight through to the next small room. As you go throught the opening to the room the "Empty Barrel" will be to the right (41, 29). After clearing that area out you'll be able to retrieve the "Advisor's Pack" from the barrel. Leave this room the same way you entered. As you leave the room, there will be another big room to the left. It was on the right as you entered the room with the barrel. Go into this room and you'll see a doorway across the room. Go through that doorway and clear out the area. Be careful not to aggro the "Shadowforge Casters" from the room on the left, where the "Weapon's Rack" is. After clearing that room too, you'll find the "Weapon's Rack" rack towards the back, on the left wall (42, 27) where you can retrieve the "Advisor's Rapier" from.

Similar to entry into any Dwraven stronghold throughout the game for the Horde, this quest can be very challenging. Check previous replies for information on the location of the two components required for the quest. As a Warlock I relied very heavily on crowd-control, the mobs inside the fortress are remarkably social and its hard to ever pull a single mob, so classes not suited to juggling multiple targets will have a hard time with this one.

The reward is 50s and 3100exp.

There are three different types of mobs that you will encounter doing this quest.

Shadowforge Warrior - Runs on low health, dazes, make sure you stop them from drawing more mobs.

Shadowforge Chanter - Priests, they bubble and therefore take longer to kill. They also run, make sure you stop them from drawing more aggro than you can handle.

Stone Golem - Easy to solo, nothing special. Does a fair amount of damage.

When you enter the fortress, there should be two guards posted at the main entrance. They are too close together to pull one, so don't bother trying. Inside there should be two or three warriors in the main room, easy enough to pull one at a time. Watch your back for a group of two warriors and a chanter that patrol the entrance from time to time. The left door should have two chanters, which you can pull. Follow the passageway to the room and there should be two warriors and a chanter, which you cannot fight individually. The barrel that contains the sack is just past the door on your right. On the right hand side from the stronghold entrance there is another passageway with two chanters, a mirror image of the left passageway. In the room at the end there is a chanter, a warrior and a stone golem, again you cannot fight them individually. The weapon rack is on the left wall, at the back. Search it for the rapier.

I had no trouble soloing this as a 41 feral druid.

Simplified version- Go left into a little room with stairs leading down, dont go down stairs. The pack is in the barrel.
Go back to where you entered Angor, go right, small room with stairs, rapier on rack.
I got fed up and took a 70 with me, didn't really need to, but meh

Solo'd quite easily 39 Retribution Paladin, had to bubble once when I accidentally pulled 4 mobs :p I was using Mana Tap (Blood Elf racial) to pull the casters whatever chance I got rather than body pulling.

Just soloed this with my 38 lock with no problems, just us void as tank and u will be fine. only had some troubble with the Shadowforge Chanters when they sleeped me

The quest can bug; Some times you cant 'use' the "Weapon's Rack".

Relogging doesnt fix it, you have to abandon the quest.

Soloed as a 40 warlock. Slowed them down with Curse of Exhaustion, but even then they sometimes managed to aggro the next room.

Be careful. The respawn rate on these mobs is ridiculous. You have to hurry through or risk being spawned upon at the end of each hallway. You'll probably have to re-clear the front once you've done one side to get out.

once more, priests have it easy, Mind soothe to get close (assuming you are around 36 like i was) MC, let the MC'd 1 die, and just kill the other 2, they dont hit particularly hard.

I soloed this as a level 40 rogue. The mobs aren't too bad, but they really love to run back and pull in fresh ones. Oh, and the Stone Golems are immuned to poison, but at least they don't run away. This is also a good place to work on your lockpicking.

Paladins and warlocks should find this quest very easy too with seal of justice and curse of recklessness to stop the runners. had no problems as a 41 pala doing this

soloed as a prot pally, just kill and wait for the runner to grab his friend, make that one run, rinse and repeat till the first floor is clear. Then walk in and grab the stuff.

Currently bugged on Scarshield Legion(EU)
Awaiting GM-response.
I got the barrel just fine, but the Rapier just doesn't spawn on the rack.
Or any other rack in the building. Wellwell.

The mobs definitely love to run around and pull in four or five of their buddies so if you're a hunter, you might want to pull one by taking a shot at it and letting your pet attack it when it comes closer. A few times my pet went in and ended up pulling three or four more that were in the area. Also, they respawn very, very fast so be prepared to kill many of them two or even three times (if you die once like I did :P).

Kill the chanters first... they will heal and bubble the warriors if you let them live.

Straight up directions:

Fortress is south of Uldaman, entrance is at (43,30), it even gives you an arrow on your minimap (Angor Fortress) as if it were a town. Take the two front guards out, will be a two-pull unless they're green to you. Now you're at a room with two staircases on each side of you. Take either one. Each leads to a room with some guards in it. Down the left hallway, once you enter the room at the end, immediately turn 90 degrees to your right and loot the barrel, it's the Advisor's Pack. Down the right hallway, once you enter the room at the end, you will see a weapon rack in the back left corner, loot that for the Advisor's Rapier.

Just went in there to do this quest today, got the pack no problem, but the rack seemed to be bugged. I found it just fine thanks to the above comments, but it wasn't allowing me to loot it and no cog was appearing when I moused over it. Anyone else having this problem?

Tip for rogues.

As a 39 rogue, I did this quest taking neary no damage and attacking none of the surrounding NPC's. Using a combination of Distract, Vanish, and Preperation.

In my ways, I used distract to turn all of the surorunding NPC's backs from the item. Then start collecting your item, as soon as you get the first item, use Vanish. Then, use the same tactic on the next item, only before hand make sure to activate Preperation. this insures that Vanish is ready to go again. After collecting this item as well, use Vanish again and sneak your way back out.

There must be a mistake; surely this hovel full of uncouth, unwashed, sniggering savages can't be the headquarters of the Expeditionary Force. The loutish barbarians had the gall to laugh at me when I told them about how the Dark Iron dwarves robbed me and then disappeared into the Angor Fortress. I can count on you to help me recover my possessions and my dignity, can't I?
