If this is supposed to be the first time we have confirmation the Forsaken are part of the Horde, I think there should be a quest chain involved. Sadly this quest ends with the delivery of the note.

This is a case of factions clashing within the Horde, and in particular it shows the Forsaken assisting with a divisive Tauren clan -- the Grimtotem -- behind the back of Thrall and Cairne.

If you get the same letter as a drop Horde-side, the turn-in quest results in the following response:

If this is what it appears to be, the Forsaken have some explaining to do!

The antics of the Grimtotems have long tried the Warchief's patience. We have traditionally treated it as a matter to be settled among the tauren people, but this letter may change it.

It will take time to investigate these suspicions, but do not speak to anyone of what you have seen this day.

This is consistent with the treachery of the Forsaken during the battle of the Wrathgate, and may well foreshadow events during Cataclysm. Rather impressive, as this quest was added late in Burning Crusade.

Recovered from the body of a Forsaken apothecary, this letter contains alarming evidence of a close alliance between the Grimtotems and the new masters of Lordaeron.

"As a demonstration of good faith and a symbol of our newfound trust, we have dispatched Apothecary Cylla to aid you in battling our mutual enemy in the land of Kalimdor. None will stand before our combined might and determination."

This letter should be brought to the attention of the SI:7 agent at Tabetha's Farm, Andello Porter.
