It seems that the Potion of Chilled Clarity may have gotten nerfed in a hotfix this week, with the penalty for using the potion being made more severe for all healers.
Edit: 11:45 PT Blizzard has reverted this hotfix.
What is

is a potion that players can use to have their abilities cost 0 mana, but at the cost of 40% increased cast time. However, the key word on this potion was
cast time
. Players realized this, allowing them to use the potion for 0 mana spells, but use Instant Casts to avoid the drawbacks. This is very useful on classes like Restoration Druid and Holy Paladin.
The Nerf

has been nerfed so that the drawback now affects all healers. Not only does this affect the cast time, but also increasing the GCD by up to 40% to a cap of 1.5 seconds. This means that no matter whether you're using instant casts or casting spells, this potion now has a downside.
