Loot Item Level in Vault of Incarnates on Dragonflight Beta

In the Vault of Incarnates dungeon journal, the item level of loot increases by 3-4 every couple bosses! This means that as you progress further into the raid, you'll start getting higher item level drops.

Analysis - Comparison to Speculated Mythic+ Table
Here is a
speculated and extrapolated
Mythic+ table based on Shadowlands Season 4. This is
as Blizzard hasn't announced anything and they may change Mythic+ loot in Dragonflight. However, we wanted to use it for an item level comparison.
With Mythic 0 being item level 382, we can extrapolate a Mythic+ table to compare where each boss would be in Mythic+ comparisons using Shadowlands Season 4.
End of Dungeon
Throughout Shadowlands, the end of dungeon chest in a +15 usually drops 3 item levels lower than Heroic gear and the Great Vault from a +15 drops equivalent gear to Mythic. Interestingly, we can see that this lines up with the item level drops of
in Vault of the Incarnates.
Framing the new raid scaling in this way, you can view the raid scaling like this:
: -3 item levels
: standard item level
: +4 item levels
: +7 item levels
If you frame this from the point of view of the first boss dropping -3 item levels, it may seem weird, but comparing to other aspects of the game such as Mythic+ and PvP, this currently makes the most sense as the Boss 2-4 seem to drop item levels that is most likely to achieve parity with other content.
This way allows Blizzard to make it easier to get into the content and allows for item level steps throughout the raid without giving Mythic raiders a large +13 item level bonus from the standard (which would cause Mythic+ers to get even more upset).
Trading Issues? - Not With Group Loot
The initial impression from this change for a lot of players may be concerns about trading. An item level increase every other boss will lead to some significant trading restrictions where an item is only +3 item level upgrade for you but could be +26 for someone else. Without any further trading restriction changes to Personal Loot, this will likely remain an issue.
However, Game Director
Ion Hazzikostas confirmed
that the goal is to have Dragonflight raid bosses use
and it's unclear whether or not Personal Loot will even be an option for raid bosses. Group Loot would solve this issue for raids, as if it's a small upgrade you would just be able to pass on those items, or trade them to your friends if you do win and decide that your friend could use it more.
This seems like an interesting change overall and makes it easier for guilds to progress through a raid. As you kill more bosses, you slowly increase your item level making farm and future bosses easier. It also helps raids groups who are entering a new difficulty, by giving them a slightly smaller stepping stone with the first boss. An initial impression makes it seem like raiders are getting +13 item levels over the standard, but it may only remain at +7 like Shadowlands, as the first boss' item level may have actually been decreased from the standard.
A concern of this system would be loot, but if Blizzard is intending on adding group loot to raid bosses, then I think the concern is minimalized.
