Fated 'Soak' Affix Nerfed in Sanctum of Domination Hotfixes

Blizzard has done a sweeping pass on debuffs in Sanctum of Domination, adding a flag that should prevent important debuffs from scaling with the time rate changes from the Fated 'Soak' affix.
The
Poder Fatídico: Centelha de Criação
affix previously increased the passage of time of EVERYTHING on your character, including your cooldowns, casts, buffs and debuffs. This meant that certain debuffs would drop faster or detonate while under the effects of this "buff", but you would theoretically have the same amount of time to deal with it since you're running faster. However, the can lead to different overlaps of mechanics and so the 'Soak' affix was much harder. However, many debuffs now have the "Ignore For Mod Time Rate" flag which should prevent these debuffs from dealing damage at a faster interval or causing a mechanic to happen earlier than intended. In other words, this affix should no longer break any encounter's pacing.
With these changes, this affix is likely just a free damage/healing/cooldown boost as long as you dispel and someone catches the projectile. It shouldn't overly affect any encounter's pacing anymore. This nerf was likely needed as many players in the community found the
