epic spell pen. cloak
(there are haste alternatives for neck and the rare quality items are 178 spell pen, leaving you under without a gem and over with). I personally prefer the gems because there's exactly four blue (three blue and one prismatic to be precise) sockets in full PvP gear and I could reforge my starter set down to 4.02% hit starting a bit higher with spirit pieces where in the slots for which there are no haste items last time I chardev'd it. It's either that or using more crit pieces and mucking around with int/spi gems.

If you're planning to use the blue cloak the entire season and don't consider it overkill to get an extra ~50 spell pen for a single class at a cost of slightly more wasted stats, sure. One of the main reasons very few priests at competent levels bother getting extra spell pen for mages is that you rarely blow a cooldown on a mage to get a kill and thus won't risk losing it to a resist (mage armor in itself being a reason for this, because of the duration reduction). Even when you do it's rather unlikely to get a resist. Partial resists shouldn't be a problem at 200 either.
Maybe playing 2s back in s7/s8 and meeting one BILLION mage/priest, but yeah (actually I did that myself with aura cap and can't remember ever having problems with resists specifically).

Well, that's not a negative thing. Since MaRes can't go below 0, having an easy cap makes sense (Especially considering how important it is, and how RNG based it is).
