For every 2 levels the recruited account gets, they may grant the veteran account (person who sent the invitation) 1 level up to a maximum of level 60. To achieve level 60 from one recruitee, they will need to level two level 60s (2x30 grant-a-level).
Basically, if the friend account gets level 60, he can give one of your alts 30 levels (up to level 60), or spread it across more than one character. Level 60 = 30 grant-a-level.
For the second question, I'm fairly certain that the original rule remains whether or not you're together the entire time: 2 levels = 1 grant-a-level. Although, it would be
3 times as fast
if you were to level together. ;)

me and my brother in law are doing this right now with mages its pretty sweet we went from level 1-49 in less than a week, you get 300% xp, you dont HAVE to level with the other person but it is highly recommended, the other fringe benefit is say you are in Trisifal and are high enough level to run it, if the other person is in Stormwind you dont have to wait for them to fly there, open up your social pane, and next to their name is an icon that allows you to "summon friend" to where you are.... its pretty cool not to mention if your friend pays for 2 months of service you get the Zvhera Mount.
The only downside to this is it only works up until level 60 and you only get the extra XP for like 3 months total, so we are planning on going on an epic leveling spree making one of each class.
