your weapon is your most important source of spell power. a strength weapon has zero spell power...
you can use a dagger, 1H mace or staff. but you need a weapon with intellect.

8k is quite low. your fire elemental alone should be able to do more than that when he's alive. be sure you have the basic rotation down.

1) keep flame shock up (don't recast it until it's about to stop ticking on your enemy)
2) lava burst on cooldown
3) lightning bolt
4) earth shock when you have 9 charges of lightning shield (when the earth shock button lights up)

use your fire elemental whenever it's ready. use ascendance whenever it's ready.
