Well, I have no idea what kind of impact it would have. On my server, mats cost 600-650g and bag sell for 675-700g. But I think it wont change the price much. If the price of cloth drop (and it will), it will make tailors who didnt bother to craft the bag to suddenly want to their share of the cake and they will start to craft it. So the amount of bag on the market, will more or less stay the same.
Also, the amount of potential bag wont raise or drop. It was requiring 2x cloth cooldown to get the material of a bag, so ~7 days still. The change only limit the amount a single tailor can craft but do not limit the total amount of bag that could be crafted.
So imo, the price have more chance to drop than to raise.
A thing is sure, hurry up to sell any cloth you have because once patch hit live, they will worth almost nothing (even less than material cost if Blizzard do not remove x2 specialization). Based on my server mat price, Ebonweave will worth around 5g, Spellfire 18g and Moonshroud 20g.

Should see a bigger profit margin on the bags, but at lower volume of sales.
How much the price of bags will change I'm not sure. There will be less bags around, because each tailor can only make one per week, however the mats to make them will be significantly cheaper.
Just have to wait and see i guess. There is an upper limit of 1200g due to the Haris Pilton 22 slot.

Thats noway a limit. Morons could buy them for more, just like people pay 10g per milk in AH during winter veil while the vendor sell 5 for like 5 silver.

Well if you're alliance and you've never been in the area it's far easier to spend 30 gold on it than walking all the way across the world for one stupid recipe. There's a reason people buy it, and we aren't stupid :0

USMCDiablo is right. Buying that recipe for 20-30g is not stupid if you estimate the time it take to get to that place to worth it.

i have full glacials and i still run out of space, with the new cheap mats we should see an increase in demand
