Considering that not long ago, you had to be 40 just to get a mount.....I wouldn't expect to get another city's mount right away. It takes some doing to get exalted with another city. Lots of quests, then maybe some cloth turn-ins too. Best bet, is to simply go do all the Stormwind quests that you can for your level, and continue on that line as you level up.

Chances are, if you aren't exalted with your own home city, you will not be able to get there with another.

It is definitely possible to get exalted with another than your home faction around level 30. I wanted my Human Priest to have a Saber instead of a Horse, and she got one when she was level 31. Granted, Humans get a bit more reputation from quests, and Darnassus is (in my opinion anyway) the easiest faction to get exalted with, but still, it's possible.

I just did all the available quests that gave Darnassus rep, and looked on wowhead to see if I indeed got them all. I even got cooking and alchemy to get the reputation from the 3 quests available through those professions (dropped alchemy right after that, the rep stayed).

So yes, doing quests for the faction of your choice is the way to go. In your case, start in the Human starting area, and take it from there, and don't forget the cloth hand-ins.

Edit: Stormwind rep is actually as easy to get as Darnassus rep, it's the other three that are harder, really. In fact, both my Druid and my Priest got exalted with Stormwind before Darnassus.
