I have a question. When doing 15/5/51 without Focused Rage, do experienced tanks find that they have a
surplus
or rage, or just enough to get by? I'm wondering how much wiggle room or margin for error there is in that build. I'd never heard of it before, as I'm just starting a warrior tank, and I'm really intrigued by this build.

Personally I'd move the 2 points from Cruelty over to Focused Rage.
I ran without Focused Rage for a little while. I'd say 80% of the time I didn't notice it, but 20% of the time I did and wished I had points back in it and in the end is why I specced back into it.

i didn't like 1/3 focused rage - i found i really noticed how many fewer times i could HS. i'm much happier with 15/3/53.

If you don't like sacrificing Shield Block, you can try to sacrifce Anticipation. In before the nerd rage of how much more superior dodge is, I did it, and MT'ed 3drake Sarth np.
Yeah well you still made it harder than it should be. 1% dodge is uniformly better than 1% block, it really shouldn't be that hard to comprehend.
