This is one of forty books added in the 7.2.0 patch which can be found scattered around Dalaran. Interacting with the book will give you a rare-quality item version of it, which last for two hours before being removed from your inventory.

Container: Archimonde's Return and the Flight to Kalimdor
Location: Find a way to access Archmage Vargoth's Retreat (engineering helps), located in one of the spires of the Violet Citadel. Once inside, head over to the bookshelves on the left, the book is resting flat in one of them.
