As i understand it she is a requirement for one of the profession, she is located in one of the caverns in felsoul Hold in Suramar.

I managed to spawn Lyrelle at approx (location) in The Broken Shore the 24th of August (patch 8.0.1) by mining a Felslate Seam, confirming my own assumtion that rank 3 indeed comes from Felslate Seams and not Felslate Deposits. Screenshot of the spawn (public EU server).

The thing is, in the Mining Skills panel it is stated that the source of both rank 2 and 3 for Felslate Seam mining is "World Felslate Deposit Drop". My experience confirms this is a typo. Prior to getting rank 3 I asked a Game Master if the rank really came from Felslate Deposits, but I was only told that "(...) this is working as the development team has intended and is not something which the Game Master/Customer Support team are able to directly intervene with or give any information about." Thanks for nothing I guess.

My grinding consisted of flying around The Broken Shore and mining all Felslate Seams and Leystone Seams (because they share spawns), the occasional Felslate Deposit because I was unsure about the typo, and the basilisks spawning now and then. The Broken Shore is the only zone in Legion where Felslate Seams and Leystone Seams spawns are numerous and accessible enough (out in the open; not inside caves) for proper grinding.

If you're lucky enough to trigger the spawn she will appear in a bolt of red lightning immediately after you've mined the node. The quest dialog will also open by itself after a split second. I have no idea if other players can accept the quest if they themselves didn't mine the given node spawning her, but as she briefly had the typical "!" above her head before the quest dialog opened I assume this is possible (I didn't dare abandon the quest to check in case she'd despawn. It appears however that she is present for about 3 min. before despawning). The quest is unfortunately non-shareable.

If you're afraid of missing her I recommend using the NPC Scan addon (as I've done). This requires entering her as a custom NPC, which you simply need her NPC ID (93776) for. In hindsight I don't think the addon is really necessary, but it adds a layer of mental comfort.

As I expected it was quite a grind to spawn Lyrelle; RNG rates for obtaining most profession ranks in Legion are exceedingly low (if you Google with terms like legion, rank, RNG, and profession you'll find many forums about this). In the case of Mining it has been confirmed by the devs on Twitter that Mining rank upgrades are "intended to be rare". I myself obtained approx. 8000 Felslate and 7000 Leystone before getting rank 3 for both Leystone Seam mining and Felslate Seam mining, and I've probably even been lucky considering there are people who've grinded even more without result.
