To find him just go farm some Timber and he will eventually spawn next to a tree you are about to harvest. He spawned when I was going to harvest like fifth tree after taking the quest.

Found him in the Shimmer Moor at /way 61.45, 63.26.
under a Fallen Tree that showed on my mini-map.

Weldon Barov(Alliance), or Alexi Barov (Horde), is a follower that hangs out in your Lumber Mill and sells Spring-loaded Spike Trap. Followers and NPCs often share the same name, and most that we acquire from the world have a special identity (NPC ID Number). In this case, you would find the follower listed as Weldon Barov, Alexi Barov, or even as ... Weldon Barov - Alexi Barov which is the combined Alliance - Horde followers that share the same functions.

It is Weldon Barov(Alliance), or Alexi Barov (Horde), that sells Spring-loaded Spike Trap; and gives the quest Reduction in Force/Reduction in Force, which is one of the three steps required for Upgrading the Mill that enables you to purchase Lumber Mill, Level 3.

#1. START 75 work orders at your Lumber Mill

#2. Complete Reduction in Force (Alliance) or Reduction in Force (Horde)
- cut down lumber until Alexi Barov spawns, with his "band of brothers", or Weldon Barov spawns with his gnome harem. Kill Alexi Barov/Weldon Barov and loot /Head of Alexi Barov. They do not really spawn after you cut the tree down like the other mobs involved in these quests. You will simply see a dot for the tree you want to chop down, but when you arrive, the tree will not gear up with the sawblade cursor, and there will be a little group of hostile mobs surrounding it. You may not be able to target them immediately, but when you are close enough and they are in the mood, they will assault you and you can then kill them.

#3. Complete Legacy of the Ancients which starts from a Barkskin Tome, dropped by a Petrified Ancient.

FINDING Weldon Barov :

Once you build a Lumber Mill and have Apprentice Logging , you can save Weldon Barov and recruit him to your garrison. It seems Weldon Barov had a tree fall upon him and he needs you to remove the Fallen Tree with your Apprentice Logging or Journeyman Logging.

Fallen Tree can be found in many places and many zones. I have raised 2 characters since the expansion and raised 4 in the beta testing phase. All of my characters got Weldon Barov in the same place. I recommend:

/way Talador 73.7, 64.0 Weldon Barov (Fallen Tree - Requires Lumber Mill - Be Patient)

Fly to Terrokar Refuge, Talador and across the lake/river to the southeast (just a few yards away) is the Fallen Tree (uncertain of the respawn timer, but it is not too long). Use Apprentice Logging (or Journeyman Logging) on the Fallen Tree (the sawblade cursor will appear, and Fallen Tree shows on the minimap just as Small Timber does). Loot whatever item is offered -- THEN WAIT for Weldon Barov to appear. Eventually he will appear, and you talk to him. You will complete The Rise and Fall of Barov Industries: Weldon Barov to get Follower: Weldon Barov . Weldon Barov is now one of your Followers. When you return to your garrison, Weldon Barov will be standing at the front area of your Lumber Mill, offering you Reduction in Force.

All of my Alliance characters found the Fallen Tree got Weldon Barov in the same place. I went there with my Horde character and there was nothing. Perhaps it is totally random or changes ever so often. In which case my Alliance characters could have won the lottery with the odds against that happening.

Fly to Exarch's Refuge, Talador where all the questing is done for the "Tomb of Lights". Norhtwest of the "Tomb of Lights" is a small body of water with a bridge going over it. Just at the edge of the southwest side of the bridge in the grass was the Fallen Tree. Use Apprentice Logging (or Journeyman Logging) on the Fallen Tree (the sawblade cursor will appear, and Fallen Tree shows on the minimap just as Small Timber does). Loot whatever item is offered -- THEN WAIT for Weldon Barov to appear. Eventually he will appear, and you talk to him. You will complete The Rise and Fall of Barov Industries: Weldon Barov to get Follower: Weldon Barov . Weldon Barov is now one of your Followers. When you return to your garrison, Weldon Barov will be standing at the front area of your Lumber Mill, offering you Reduction in Force.

I found him stuck under a log near Pinchwhistle Gearworks, if you have a lumber yard, you can cut the wood and when he comes out he give you something, (didn't show up in my inventory, and not sure if it was gold, wasn't paying attention) and then you get him as a follower.

Alexi Barov is a Follower which is located in a random place (probably serveral places) around Draenor and is a requirement for the Achievement Upgrading the Mill. Once you have a Lumber Mill in your garrison you can start your search.

Without the need of start cutting down trees there is a chance for a Fallen Tree/Lumber to spawn right next to small and/or Medium-size Timber, and under this one you can see Alexi trapped. (See the uploaded Screenshots)

Click the Fallen Tree/Lumber and then a minion will cut him free.
He will show his gratitude by going back to your garrison. Once back at your Garrison he will have a new quest called:Reduction in Force

This awards you Weldon Barov / Alexi Barov
and Barov Lumberjack Caller

It took me around 2-3 Hours searching around Shadowmoon valley, but finally he spawned in nagrand. rng

I bought my Alexi from the Garrison vendor and now he isn't spawning , and I need him to upgrade the mill to level 3. Anyone have a solution for that?

Is this supposed to be the same Alexi Barov as in Scholamance? In there He was just a spirit. http://wow.gamepedia.com/Spirit_of_Lord_Alexei_Barov?cookieSetup=true

Keep marking/collecting small timber around your garrison and eventually he'll spawn. He spawned when I got next to the second tree to me.

I found him at 49, 28 in Saraah's Vale.

49 35 for me. Rare finder recognizes him, he had 3 minions too and had a short monologue before turning red (was orange so enemy but not killable).
