Your warband has to complete the Don't be Afrayed storyline once to see the WQ required for this achievement. These side quests start with Ghosts of the Ring from Olawu in Tokka's Landing at The Coiled Isle. /way #2512 58.5 47.2 Olawu
For the peaceful Ki'clak pet from the A Stack of Snacks achievement, it is required to complete this WQ five times. Someone at Blizzard obviously considered players' usual behaviour and implemented ways to block them from speeding up the achievement progress (up to Build 68914 RC):

This WQ is account-shared and disappears for your other characters when completed with the first character. (until its next appearance)
You can't pre-farm Swirling Ectoplasm to speed up future completions of this WQ. Remaining Swirling Ectoplasm in your bags will be removed with the WQ completion.
As the vendor snack doesn't work and feeding alone isn't sufficient, you can't farm 50x Swirling Ectoplasm to purchase 5 snacks and feed them all. This is really about completing the WQ five times.
Ki'clak Snack you may have purchased with excess Ectoplasm will stay in your bags. As they won't really help with your next WQ completion, that's just for the people who have fun feeding Ki'clak ;-)

Even if we don't have a semi-weekly split for WQs at The Coiled Isle, most of them seem to be active for 3.5 days. During testing, the Ki'clak Snack Attack WQ always appeared on Fridays at 8 p.m. (PDT) and was active until Tuesday at 8 a.m. (PDT), which would match the second half of our WoW week. (Sat 17:00 - Wed 05:00 CEST for EU region)

Some notes for the WQ from PTR testing:

While you're on this WQ, do not purchase Ki'clak Snack from vendor Mab'jul! Even though it is a "Quest Item", feeding it to Ki'clak didn't give credit. Internally, the 2nd quest objective specifically requires the use of Mab'jul's dialogue option (only available with at least 10x Swirling Ectoplasm in your bags, which only seem to drop while you're on this WQ) before counting the snack feeding.
Don't worry when your Swirling Ectoplasm criteria jumps back to something lower than 10/10 after using Mab'jul's dialogue option. This was fixed, and feeding a snack after using the dialogue option should complete the WQ regardless of the numbers now shown on the quest tracker.
