You can buy Tasty Meat from Farstrider Aerieminder nearby, and once you have it you can place it next to the Mischevious Chick to get it to drop the Rookery Cache Key for the Rookery Cache.

They are actually behind the chest at 24.8, 69.4 (same high platform). He's got a green hoodie on. Like someone said, if you don't see the yellow spot in front of the chick, try re-logging.

There are A LOT of the NPC's that share the name.
You are looking specifically for the Farstrider Aeriminder in the Sunwing Rookery building on the top tier located at 24.80, 69.38. This is the same tier the chest is on. Purchase Tasty Meat from him.
Go due west about 5 to 7 steps to find the Mischievous Chick. There will be a yellow spot on the ground to click on to place the meat. If you do not see the yellow spot on the ground to place it, completely log out & back in. A simple /reload did NOT work for me.
After the chick eats, they will drop the key to open the gate. Click on the key to pick it up. Beware, the meat RIGHT next to the key also has a cogwheel so you can mistakenly click the meat instead.
You will now be able to open the cache that's just a couple steps away.
It dropped a Sunwing Hatchling for me. Good Luck!

Farstrider Aerieminder is to the right of the Rookery Cache; purchase Tasty Meat from her and then feed it to Mischevious Chick which is to the left of the Rookery Cache.

Before feeding the Tasty Meat, there should be a yellow clickable tray on the ground right in front of it to feed it.

If you don't see it then log out and back in and it should appear.

While Mischevious Chick is feeding, it should drop Rookery Cache Key right next to the feeding tray. Use it to open Rookery Cache.

You will get Sunwing Hatchling. This pet can't battle so it's just simply a companion.

Everything to unlock the chest happens in one spot, on the floating platform at 24,69. The Vendor selling the meat is near the chest and the Mischievous Chick. You must visably see an interactive plate with the meat on it, for the Mischievous Chick, to give the keys.

If you are on the ground at the Rookery, you will not find the correct person. Fly up or use one of the Orb of Translocation to float up to the platform where both the vendor (Farstrider Aerieminder) and the Mischievous Chick are.

Once you purchase the Tasty Meat, you might have to mount up and fly away, then return. There will be a faded yellow bowl for Tasty Meat. Right-click it and the Mischievous Chick will drop the key. Pick up the key, then turn to loot the chest.

Go to the treasure chest (Rookery Cache) at 24,69 up on the highest level.
For me, Farstrider Aeriminder was standing to the right of the chest (if you're looking out to the countryside!).
I purchased Tasty Meat from him and walked back, round the pillar, to the chest.
To the left of the chest I clicked the little feeder for the chick who ate the food and gave me the key.

Farstrider Aerieminder on that platform does not sell anything to me.
Right click nothing.

Ok - I figured it out. There is another Farstrider Aerieminder just to the right of the chest.
This one sells the Tasty Meat.

dont fly away, the pile of meat is on the ground by the chest. Pet the chick then the keys will appear

I think it would have been more obvious to the average player that Aerie (wind) Minder (caretaker) is not a name if they had separated the words, or if they had used it as a title like Aerieminder Alina.

The specific Aerie minder you are looking for spawns a few feet away from the treasure.
