To tame this beast for a hunter pet, you must have a warlock or a demon hunter in your group.

Once you're in the Murder Row dungeon, you must buy an Empty Felwyrm Core. The Empty Felwyrm Core can be purchased from a vendor (take the first ramp down, and the vendor is on the left-hand side. It costs 10 gold each).

Then, go near the Felwyrm that you're wanting to tame. (I ice trapped mine and the group killed the other mobs around it first). Once near the felwyrm, use the item, and it will spawn a clickable floating crystal (greenish in color).

Have your warlock or demon hunter click on the floating crystal, and it will channel a cast. Once the cast is finished, a tamable felwyrm will spawn, most likely agrgo'd onto the lock/dh. Autoshoot the felwyrm for aggro, and tame. Profit! :)

I just find my red skin Draenei hunter(only eredar not normal) can also active that core without teammate required!

In order to summon this enemy, you must buy an Empty Felworm Core from Feranin, at the very start of the Murder Row dungeon, for 10 gold. you can see him from the stairs right as you enter. when used it drops a fel orb on the ground, that can be clicked by a Demon Hunter, or a Warlock to summon a tameable Felwyrm pet. if the other player gets aggro, you can simply hit it to take aggro off (just don't kill it).

According to jsjem's comment, you can also click it with the Eredar draenei cuztomizations, so you can potentially solo this if you are a Draenei (and I'm not, so i can't confirm, but thought it was worth mentioning in case you are). if you are a Draenei, and don't have the Eredar colors, they can be unlocked via a questline starting with the quest "Prophecy Stirs" which you can grab at 72.03, 44.57 in Orgrimmar, or 77.96, 37.33 in Stormwind. if you do not have Coordinates, that's just outside The Barracks in Orgrimmar, or just outside Stormwind keep in Stormwind.

However, if you don't have any friends to help you, and don't feel like spamming dungeons / chat looking for a random, or are seeing this in the future when no one is running this dungeon anymore, you can still do this all on your own with one account, but you will need to have both a hunter, and Demon Hunter / Warlock at level 80 or higher.

The first step is to get the Empty Felworm Core. Feranin is guarded, but you can obtain it easily by just using Aspect of the Turtle and buying it from him, and then using Feign Death to lose his guards.

then you'll need to get both of your characters in the same dungeon. You can do this by starting a group in the group finder on your hunter, swapping to Warlock, applying for your own group as Warlock, swapping back to Hunter, inviting Warlock, then swapping back to warlock to accept the invitation.

once both characters are inside, (you can talk to the snitch at the start on whoever enters first to confirm you're in the same instance) use the felwyrm core on hunter, log out, and log into warlock, click the orb, then once it's finished channeling, close the game, relaunch the game and log in with your hunter. your hunter should now be staring at a Felwyrm who is ready for you to tame. repeat as needed.

Steps:
1. Enter Murder Row (dungeon)
2. Clear trash up to the NPC: Feranin (vendor located just down the stairs and then to your left)
3. Buy Empty Felwyrm Core for 10g
4. Move to a safe spot to place the egg
5. Have a warlock or demon hunter infuse the egg for you
note: Cannot tame if it starts attacking them. Have them move out of the way or leave instance
6. Tame pet

I can confirm that using an Eredar skin on a Draenai allows you to tame this solo.
The core itself also persists in your bags outside of the Dungeon. I didnt test using it and taming it outside the instance.
but I got the item on follower mode bought a few cores, and left the follower instance since the NPCs kept attacking it otherwise. Went back in normal mode to spawn the felwyrm to tame it,

You can do this in a follower dungeon.

Place the core, then have the hunter place a trap right over it before infusing it,
the trap catches as soon as it spawns & the follower npc's don't attack it,
had plenty of time to tame.

Just did 2x back to back in the same instance.
