There is one on the top of the highest roof in the Vatworks. I tamed it with the help of a guildmate DH and a swapblaster.

I was able to tame him buy hopping on a pipe curved into the ground at 52 , 91. You can then use a goblin glider to reach the pipe to the west right across from you. Follow along the length of the pipe towards the house where he is sitting on the roof. You will find that the pipe brackets along the way will be too tall to jump on. Face away from the bracket, jump and then use disengage at the top of the jump to push yourself over. Follow that pipe until you see the tall house at 28, 70. Hes on the roof sleeping :D You can use another Goblin Glider to reach him.

"This rat can be found on the roof of one of the round, green tank-like buildings in the west of The Vatworks right above the entrance to Steamwheedle Laboratories, around 28, 71. Reaching it isn't trivial but one of the most reliable methods found so far is to obtain a Back-Strapped Missile and use it to reach the roof. These reusable rockets can be found occasionally in Undermine delves, in either the end chests or mislaid curiosities. Once you have one, you can stand at an optimal distance from the building, such as the ground around 32.2, 76.7 (there's often a Noggenfogger Recall Technician on a metal platform nearby), face directly at the building and launch. It may take a few tries to get it right."

I did the longest way to get it since I couldn't be asked to get the Back-Strapped Missile just jumped on a bunch of pipes until I got up and then just used Goblin Glider Kit when i was close enough

Darkmoon Cannon] does work in the Undermine and can land you on the roof if you aim it right.
I had the best results at 24,63. standing in the gap in the fence aiming at the building itself

U don't need to do all this kinda Indiana Jones stuff.
YOU CAN BUY Refurbished Rocket Glider from Sitch Lowdown in Undermine at /way 30.6, 38.8.
Then come up to building at /way 28.0, 70.8, use ur item and boom — ur on the roof :)

Ayliger's video was very useful in helping tame this little guy!

Just wanted to add that I couldn't see him from my render distance on the pipes, but I jumped anyways and found him chilling on the roof. So even if you don't see him, it would still be jump over! Respawn is indeed very short, about ten minutes, so even if he's not there you can just wait but be aware- he is hostile! Doesn't like to share the roof it seems lol

FYI you can craft a portable stable with BFA engineering or buy some up off the AH. Called the Interdimensional Companion Repository. Especially good for times like this when getting to the tame is difficult!

If you're an MM hunter, remember to switch your talents to Unbreakable Bond before you get onto the roof as it will attack you immediately.

I have Engineering but not Goblin Engineering. So I used the "Falling Flame" launchable instead mixed with a Goblin Glider. I guess there's a 10 minute respawn so be prepared to chill and take in the sites while waiting. For me - the BM Hunter - I will always use a Spirit Beast, but taming this guy for novelty :)

I just did this using only my motorcycle with a full turbo meter. No gliders, missiles or cannons. It took a couple of tries to get onto the pipe but then it was easy. Just make sure you click the dismount arrow when you are right on top of the pipe. Then disengage your way along the entire pipe until you are across from the building with the rat. Get on your cycle again and roll back as far as you can and click BOOST as you jump off of the pipe. Dismount when you reach the building. You will aggro him right away so be ready to tame or trap.
