This is 1 of 4 tameable cloud serpents in Wandering Isle, when you are doing Pandaren Heritage quests in 11.2.7
All Cloud Serpents there:
Yellow - Visiting Cloud Serpent: Temple of Five Dawns
Blue - Amused Cloud Serpent: Shang Xi Training Grounds + Wu-Song Village
Green - Inquisitive Cloud Serpent: The Wood of Staves
Red - Inquisitive Cloud Serpent (Same skin as Crimsonscale Firestorm): Singing Pools + Morning Breeze Village (You are here!)

currently one of 3 tameable red cloud serpents in the game. you can see (and tame) these ones during the new Pandaren Heritage questline in 11.2.7. they fly around above Morning Breeze Village. just fly up and shoot one with your bow, and tame when it gets in range. The other red cloud serpents are the Crimsonscale Firestorm on the Timeless isle, and you can also tame Milau, who is a thundering red cloud serpent,

Petopia lists these guys as unique ("red w/ red sheen"), but they look exactly like the timeless isle ones to me ("red w/ dark sheen"). not sure what the difference is, but figured I'd mention it anyways in case you're better at picking up whatever subtle difference there may be lol.

if you are not a pandaren you can still tame it, but you'll still have to have completed the Pandaren Heritage questline to access the island. if you do not have a Pandaren for Heritage, you can probably use a Class Trial to complete the questline. I have not personally tested it for Pandaren, But I was able to use a class trial for my Troll, Draenei, Human, Orc, and Goblin Heritage, so it *should* work here as well. in case that doesn't work, now is the best time to level one anyways with Legion Remix up (assuming you've played remix before and have a decent xp buff), and remember, you only need to hit level 50 for Heritage Armors.

If you haven't already, you'll need to learn Cloud Serpent taming by using the How to School Your Serpent item, which requires Exalted reputation with the Order of the Cloud Serpent. this effect is account wide, so you'll only need to do it once.

and finally, unrelated to cloud serpents, the Wandering Isle also has new Windsteed pets. these guys are stags, and the model is entirely new for hunter pets. the only time we've seen these guys before was as mounts during MoP Remix, so remember to keep an extra pet slot open so if you see one you like, you can grab one of those guys too while you're here.
