Found a lot of them while scavenging the zone, but it didn't do anything...

These portals are across the Dreamsurge zones and tan be targetted with a simple macro, i used /tar Waking Dream and found one spamming it on my mount. Waves of birds and druids popped out that hurt a bit until an Ashbound Captain spawned and attacked. Dropped 1x Drake fragment, 1x Charred elemental remains, and a random Dreambound cache.

Only one appears to work as of the first week. The others are present in the world but do not do anything.

DISCLAMER: I cannot control whether the portals, at the below locations, work for you or not. I suspect something else is going on when that happens. Also, the list of waypoints were listed in this comment before wowhead even updated their map to include them. As such, I will still leave this comment here so you can copy the list and paste them into either a macro or an addon, such as "paste". Doing so when running the TomTom addon makes it easier for you to find these locations.

The portals are static. After completing one or more, you can come back later, to the same spot, and redo them. These are all the ones I have found thus far. I will add more as I find more. If you find one in Ohn'ahran Plains, that isn't on the list of ones I've found, please reply to this comment with coords so I can update the list. I, as others have also mentioned, have found ones that are not able to be activated. In the past, even the ones I originally found as able to be activated have sometimes become non-interactable when going back to them later. I suspect people are clicking the portal and just flying away when it doesn't do anything immediately... it takes a few seconds before they start spawning guys from them.

NOTE #1: When you activate the portal don't immediately fly off because it appears to be doing nothing. Be patient. It takes a few seconds before it can spawn mobs.
NOTE #2: There are two kinds of "Waking Dream" portals. The big main event portal intended for group content and then the smaller portals that can be soloed. It's weird they would name the two different kinds the same thing, but that's what they did. This post is specifically talking about the smaller soloable portals.
NOTE #3: If one is not able to be activated, there is no known way to get it working again during the rest of the week. You can, however, shard hop and see if that portal is interactable in a different shard.
NOTE #4: As someone suggested, creating a macro can help with finding them. You can simply do something like this, which targets it, then sticks the Skull Raid Marker on it

What are you supposed to do when you find one and can target it, but you can't interact with it?

The Waking Shore

Here is the list of coords from Wowhead's zone map (I have not found anymore outside of this list). At the time of writing my previous comments, for the other two zones, Wowhead only had The Waking Shore waypoints and is why I wrote the other comments. The zone maps, seen on this webpage, have now been updated for 3 of the 4 zones. All three of my comments, however, should serve as a list you can copy and paste into addons such as "Paste", or simply create a macro. If you have TomTom installed, in either case, it should map out the waypoints and stick up an arrow to point you in the direction of the closest portal.

I, as others have also mentioned, have found ones that are not able to be activated. In the past, even the ones I originally found as able to be activated have sometimes become non-interactable when going back to them later. From the ones in The Waking Shore, more than half of them already had guys spawned. This means people are activating them, and then either are dying and not completing it OR are clicking them, waiting for a few seconds, then leaving when it appears nothing happens. I suspect this is how the portals are getting bugged... the mobs most likely despawn after some time or an event happens that causes them to despawn, leaving the portal in an "activated" state.
