This is the NPC that will provide replacement Mythic Keystones, much like Ta'hsup did for us in Shadowlands. The difference with this NPC is she is not inside the bank, next to the Great Vault, as Ta'hsup was. Instead, she is right outside the entrance to the bank at 53.2, 56.2.

Appears at the end of some dungeons and allows you to trade your keystone for an equal level but different dungeon one.

I tried not choosing a Great Vault reward on Tuesday, and instead speaking to her to get a keystone first. She gave me a +19 keystone because I did a -20 run last week. It's exactly the same level as the Vault would give me, neither higher nor lower.

Voiced by the legendary (atleast in my opinion) Bethan Dixon Bate, mostly famous for voicing the historical parts of the also legendary band Sabaton. Atleast thats the only thing ive heard her before

As of 10.2.5, she appears to have been given voice lines:

Greeting:
"Found any good treasure lately?"
"Looking for someplace new to explore?"
"I can't wait to hear about your adventures!"
"It's a great day to visit a dungeon!"

Farewell:
"Try not to slay too many dragons, okay?"
"Tell me another story sometime!"
"Hope you find lots of treasure out there!"
"Don't forget to repair your gear!"

Pissed/Irritated:
"What's the biggest monster you've ever fought? Could you see above it's kneecaps?"
"Got lost on the way to a dungeon, huh? That's what happens if you always asked to get summoned."
"You want to know how I know so much about dungeons? Shh! That's a bronze dragon trade secret!"
"Be careful, every adventure has an end."
