Eldoren the Reborn is located in the Thaldraszus zone.

General Respawn Info
Only part of Dragonflight rares are active during a single daily reset.
Most of the time you will be able to find only small part of all zone rares and they will respawn after kill in relatively short time.
But after daily reset they will disappear and a new pack of rares will be active.
So most of the time you will come to the spot and see nothing there. At least this way it was on Beta

Rare is a part of Adventurer of Thaldraszus achievement.

Eldoren has spawned for me today, just like a regular rare. No hunt or any other event was active in Thaldrazus at that moment. The spawn location was exactly where the wowhead map point is.
UPD: seems that Eldoren is part of the "2-hour rare rotation" - in the beggining of each odd hour (EU server time, not sure about other regions) two random rares with map-wide mark spawn somewhere on Dragon Isles. So you don't need to camp the bird all time, just check on it each 2 hours.
UPD2: in 10.0.5 the spawn rate of these rares will be changed from "2 every 2 hours" to "1 every 30 minutes"
UPD3: since 10.0.5 all 28 rares have static rotation instead of randow spawn order. Each of them will respawn exactly each 14 hours. Eldoren's closest incoming spawns in EU server time are: 26.01.23 13:30 | 27.01.23 3:30 | 27.01.23 17:30 | 28.01.23 7:30 etc. The schedule is currently not affected by server reboots, but that may change in future

Eldoren the Reborn spawned today at 11:27 CET, and while we were fighting and taking pictures with him, another one spawned right behind, even though we were still fighting another version of him. Maybe it's been bugged before, or there's some hidden criteria that triggers his spawn. The Grand Hunt was in the Waking Shores, so it doesn't have anything to do with that from what I can gather.

I've been regularly camping this guy for up to 4 hours; I've yet to see him.

I'm starting to wonder if he's a "normal" spawn like other comments state

Eldoren appeared the same minute when Thaldraszus Firestorm started- I believe it confirms this is requirement for it to spawn.

Additionally, similarly to previous comments - two copies of the rares appeared.

I have now camped for 2h soon 3h, in meantime both The Hunt and Elemental storm (fire) spawned in Thaldraszus and been going for a hour i been here the entire time and now its 40 min left, and i have seen NO sign of this rare spawning at all! its my 7 day of camping.

Edit: Both events are now done, No rare spawned

There's gotta be something more to this spawn that we just don't know. Some people are seemingly lucky, some (like me) are not. I waited for nearly 12 hours today with no luck. If there's a timer, it's massive. It might be tied to world events, it might be certain days, it could be anything.

EDIT because I got the title: It spawned at about 3:02 PM server time. The hunt and the elemental icestorm were leaving. It seems that these may not be relevant since others have reported that their spawns are not tied to it, and I have also experienced many hunts/storms come and go over the last week with no spawn of the silly bird.

I am proud to now be a Birdwatcher though.

Ok it must be some trigger object for this rare the achi says ( Special encounters) i was reading in the comment there and it seem like most rares there have a trigger, You can go look at achi for Adventurer of Thaldraszus for the other rares triggerings Adventurer of Thaldraszus

Take one: I went to get Ash Feather Amulet maybe it had some feather trigger near by that we could only see with this amulet, after i got it, i came back and saw no feather or any trigger objects (the amulet itself spawn feathers) but nothing happen.

Take two: i went to kill all the eagles around, nothing happen :(

Take Three: went to look around all caves and all the trees that is open if they had some trigger object in them. but no :(
So back to square one :(

He showed up! At 7PM server time, Argent Dawn EU, two of him spawned at the same time like a regular rare. NO hunt, NO elemental invasion. No special event whatsoever. Rokmur spawned at the exact same time, too.

So while in War Mode today, I saw Rokmur and 2 Eldoren all spawn at the same exact time. Right before they spawned, a horde player bounty got killed, but I cant imagine that had anything to do with it.

Eldoren spawned today 23:42 at 23:00 server time at Argent Dawn EU. It was a double spawn, as there were 2 Eldorens around.
The hunt in the area was just finished and the fire storm went up - might be a coincidence but has been reported before.

Very glad to have my Birdwatcher title now :)

Spawned today, Dec 25th 2022, at just after 6:00pm server time. There was an invasion, and a hunt that concluded at the same time in the zone. It was a water invasion, not fire. Tow spawned as others have said.

Spawned today at 22:00 EST. (double spawn) Exactly 28 hours after the last NA spawn in the previous comment.
Interesting pattern, looking at the comments about EU spawns, last two spawns for them has also been 28 hours apart.

Spawned on Azjol-Nerub at 19:00 realm time. Same as others, two of him appeared at once. Rokmur appeared at the exact same time

Spawned at 7:00pm server time on Argent Dawn EU. Looked like a double spawn as others have reported, both were blasted to smithereens in seconds by an angry mob. No further clues to add unfortunately.

Spawned while I was watching the WorldQuests appear. As soon as the Bi-Weekly Worldquests were spawned the Rares showed up, including a Double-Spawn of Eldoren :)
No Hunt was up, but a Sandstorm.

Double spawned at 6:00 PM server time (EST) on Area 52 US on January 6th, 2023. This coincided with The Hunt changing zones. I don't think the spawn is related to The Hunt, but if it is in fact part of a two-hour respawn cycle, that cycle happens to line up with The Hunt's cycle on my server at least. Not sure if the rare respawn cycle is on a region-wide timer like The Hunt or if it differs by server.

Some of the rares in this achievement are what I'm personally calling a paired rare. As some other comments state, ~~every two hours (odd for PDT, odd for CET) at about two minutes past the hour, two rares will spawn with a skull pin on the zone map (only visible at level 70, but any level can kill them for loot).~~

EDIT: With patch 10.0.5 this has been changed to one rare per 30 minutes.

EDIT 2: Ranlom has discovered a rotation using EU zones; US rares spawn 22 cycles behind EU, so the 11 hours in PST after CET time holds up!

These rares spawn across every realm in a region at once - if Eldoren spawns, it spawns on every realm. If it's not up, there's no point trying to find a group.

Something I have discovered with help from EU players is that exactly 11 hours after one of these rares spawns on an EU realm it will spawn on a US realm.

As much as possible, I'll include a section at the bottom of this comment with known US spawn times for rares on this achievement, but my information relies on EU players reporting what spawns when, and I don't have many volunteers.

So i've been told that he spawned earlier today (16th January) at 7 am server time EU
apparently no sleeping is allowed lol

i've been camping this dude for 4 consecutive days non stop (minus the time when i'm sleeping)
during that time, i've seen Broodweave like 4 times, Phenran 2 times, Magmaton 3 times
Eldoren - ZERO times.
to me it seems that he has less chance to spawn compared to the other Skull rare spawns.

for example today, Broodweaver Araznae spawned twice in a row, at 11 am and then again at 1 pm
so also the spawns seem to be completely random and not following any kind of predefined order we could track.

Birdwatcher is going to take a while i'm afraid :/

A slight misconception that i noticed fellow campers seem to have
if 2-3 minutes past the hour pass and you don't see a skull on the map, this means 2 rares IN A DIFFERENT ZONE spawned
if you see 1 Skull on the map, this means there's another rare that also spawned in a different zone.
This does not include the primal storms invasion rares.

So yea, this is very RNG heavy as there's a large pool of rares across the dragon isles and from which only 2 will spawn at every other hour.

Had a double spawn on US servers at about 23:30 CST (11:30PM Central). Think this guy is now on half hour spawn increments per new patch changes.

It spawns on some rocks at ~ 47.89, 51.26 and then tries to fly down if not pulled. He gains a lot of HP for each player and shows a rare icon on the minimap.

Had time to log out of an alt and log onto main and fly to him to take my selfie for the achievement and tag for loot!

This spreadsheet (EU) has the times in Central European Time for when this rare will spawn.
This spreadsheet (NA) has the times in Eastern Time for when this rare will spawn.
This WeakAura (EU/NA) provides a countdown to the next rare that will spawn, by default it has the coordinates and zone in the text message but can be disabled in the Custom Options tab.

The rare is on a 14 hour rotation with one rare in the rotation spawning every 30 minutes. (Except for after Eldoren where there's a 1 hour gap because Phenran is no longer part of the rotation.)

Just had two Eldoren's spawn at the exact same time at 7:30pm EST on US server. They both appeared in the exact same spot (they were clipping each other) where Eldoren normally spawns on the rock.

Echoing what others have said- he spawns twice for some reason.

What was funny is I was soloing one of them, got killed by Horde and the kill was stolen from me, fair enough, Warmode was on after all.

But after the Horde left, the other was left flying in the air, and a fellow Alliance and I took it down.

I guess everyone gets to kill this bird, lol. Thankful for the double-spawn.

Many of these rares are worth killing repeatedly for loot and the chance of dropping a Dragon Shard Of Knowledge - this is NOT worth it!

Spawns double and both kill you off easily - avoid if you already killed it - group up if you haven't.

Seems to be unkillable during dreamsurge. Got it down to 1hp, and then all of a sudden it started blasting through my HP, hitting me for absolutely tremendous damage. One hit took of 25% of my hp, and I was dead before I knew it. It took no further damage at 1hp.

Doesn't seem to spawn if Dreamsurge is up in Thaldraszus. Wasted an hour as was expecting it based on server time, then expected it based on my own local time (GMT+1), and it just never showed.
