Found three of these during the Elemental Storm in Thaldraszus.

The coords were:
/way 44.13 63.54
/way 12.21 80.81
/way 50.59 46.47

They appear to be Level 1 when you battle them so you will need either a Terrible Turnip/Weakening Blow pet or a low level pet to be able to battle it without killing it.

The Storm-Touched pets seem to be specific to zones, and only active where there are elemental invasions.

Storm-Touched Timbertooth = Ohn'naran Plains
Storm-Touched Bluefeather = Thal
Storm-Touched Ottuk = The Azure Span
Storm-Touched Stomper = The Waking Shores

Caught in an Elemental Storm (Thunderstorm) in Thaldraszus (Primalist Future). Weirdly, it was level 1 even though I had a team of 25's. This is likely a bug.

During an Elemental Storm in the Temporal Conflux in Thaldraszus, there was a portal that took me to the Primalist Future. Once there, I saw a large number of these pets flying around. They were all level 1, however, so bring your Weakening Blow pets for capture.

This is a VERY attractive jay-like bird, although it has the annoying habit of occasionally calling down a thunderbolt on you. As mentioned elsewhere any battle pet using Weakening Blow is perfect for an easy capture (which seems to be a no-miss automatic). Well worth the small bit of trouble to get as they cannot be caged/sold in the auction house.

One of the few flying pets with Call Lightning making this a great offense and defense option vs beasts. Looks like a good option for people trying to build a strong roster.

I have gone to Storm's Fury event 3 times in the last few days, and I have seen 0 battle pets in the zone - or critters with the same name. :(

Since there is not much information here regarding where to find this pet and it's spawning habit, I figured I'd share how and where I found mine. After many futile searches in the Primalist Future per other comments here, I decided to check Tyrhold Reservoir when a Fire Storm was active at that location. To my delight there were a good number of Storm-Touched Bluefeather spawning in multiple locations in Tyrhold Reservoir! It was necessary to kill off the non-battle versions to spawn the battle pets, but with the good number of spawn points you're guaranteed to walk away with at least one of this battle pet.

I made note of the following spawn points. These are approximate as the Storm-Touched Bluefeather flies around a bit and is not stationary.

You need the first half of Loremaster of the Dragon Isles on at least one character, to unlock world quests and primal storms.

You do need to do all the zone achievements on the left (when you open the achievement and look at the pane).
You do not need to do any of the "sojourner" achievements on the right side of the pane.

Do the campaign quests, and watch for the oathstones. You need four: Black, Green, Blue, and Bronze. If you reclaimed an oathstone, you were on the right path. Keep going until you reach the bronze oathstone.
Campaign quests are those with a yellow exclamation point inside of a brown shield. If it just has the yellow exclamation point, without the brown shield, you do not need to do the quest at all.

You need Waking Hope
A Charge of Care is the final quest for the black dragons. If it leads to A Charge of Care, you have to do it.

You need Ohn'a'Roll
Renewal of Vows is the final quest for the green dragons. If it leads to Renewal of Vows, you have to do it. You do not need to do Fire Season

You need Azure Spanner
The Blue Dragon Oathstone is the final quest for the blue dragons. If it leads to The Blue Dragon Oathstone, you have to do it. You do not need to do Winterspring

You need Just Don't Ask Me to Spell It
Aiding the Accord is the final quest for the bronze dragons. If it leads to Aiding the Accord, you have to do it. However, you do not need to do Call of the Dream, Hidden Legacies, Keeper of the Ossuary, or Renown of the Dragon Isles.
This will unlock Adventure Mode and allow you to see world quests. When you see world quests, you know you can see the Bluefeather. It might not be up, but if it is, you will see it.
If you just go to the waters around Tyrhold looking for it, even if a primal invasion is up in that spot, and you did not do these things which I have told you to do on behalf of The Craw, Pit of Endless Ravening, you will not see the bluefeather even if it is there!

I flew around looking for these pets, assuming I could see them if they were there, when I could not. I wasted so much time that Chromie shook her head at me in disgust. I should have just been doing the first half of Loremaster. The second Adventure Mode was unlocked and I could see world quests, I went to where an invasion was (it happened to be Waking Shores - fire) and picked up a stomper. These pets are rare. They don't cluster. But if you just go do the campaign quests until Adventure Mode unlocks, you will see them.

If you cannot see world quests (because Adventure Mode unlocks world quests for all your subsequent characters) you will not be able to get this pet.

I just saved you so much time that I probably singlehandedly saved Chromie's sanity. All ways are the Red Queen's ways, and all time is Chromie's time. Don't waste it!
You need the first half of Loremaster, and world quests unloocked. No one else has made this explicit!
