Found one during the elemental invasion in Ohn'naran Plains.

Coords where I found the pet: /way 32.74 39.49.

The Storm-Touched pets seem to be active in the areas where there are elemental invasions, and seem specific to the zone.

Storm-Touched Timbertooth = Ohn'naran Plains
Storm-Touched Bluefeather = Thal
Storm-Touched Ottuk = The Azure Span
Storm-Touched Stomper = The Waking Shores

I found one in Nokhudon Hold, Ohn'naran Plains during the Elemental Storm event.

You need the first half of Loremaster of the Dragon Isles on at least one character, to unlock world quests and primal storms.

You do need to do all the zone achievements on the left (when you open the achievement and look at the pane).
You do not need to do any of the "sojourner" achievements on the right side of the pane.

Do the campaign quests, and watch for the oathstones. You need four: Black, Green, Blue, and Bronze. If you reclaimed an oathstone, you were on the right path. Keep going until you reach the bronze oathstone.
Campaign quests are those with a yellow exclamation point inside of a brown shield. If it just has the yellow exclamation point, without the brown shield, you do not need to do the quest at all.

You need Waking Hope
A Charge of Care is the final quest for the black dragons. If it leads to A Charge of Care, you have to do it.

You need Ohn'a'Roll
Renewal of Vows is the final quest for the green dragons. If it leads to Renewal of Vows, you have to do it. You do not need to do Fire Season

You need Azure Spanner
The Blue Dragon Oathstone is the final quest for the blue dragons. If it leads to The Blue Dragon Oathstone, you have to do it. You do not need to do Winterspring

You need Just Don't Ask Me to Spell It
Aiding the Accord is the final quest for the bronze dragons. If it leads to Aiding the Accord, you have to do it. However, you do not need to do Call of the Dream, Hidden Legacies, Keeper of the Ossuary, or Renown of the Dragon Isles.
This will unlock Adventure Mode and allow you to see world quests. When you see world quests, you know you can see the Timbertooth. It might not be up, but if it is, you will see it.
If you just go to the area around Nokhudon Hold looking for it, even if a primal invasion is up in that spot, and you did not do these things which I have told you to do on behalf of The Craw, Pit of Endless Ravening, you will not see the bluefeather even if it is there!

I flew around Thaldraszus looking for Bluefeathers, assuming I could see them if they were there, when I could not. I wasted so much time that Chromie shook her head at me in disgust. I should have just been doing the first half of Loremaster. The second Adventure Mode was unlocked and I could see world quests, I went to where an invasion was (it happened to be Waking Shores - fire) and picked up a stomper. These pets are rare. They don't cluster. But if you just go do the campaign quests until Adventure Mode unlocks, you will see them.

If you cannot see world quests (because Adventure Mode unlocks world quests for all your subsequent characters) you will not be able to get this pet.

I just saved you so much time that I probably singlehandedly saved Chromie's sanity. All ways are the Red Queen's ways, and all time is Chromie's time. Don't waste it!
You need the first half of Loremaster, and world quests unloocked. No one else has made this explicit!

It does not seem to matter which element is active, only the zone.

I got the Storm-Touched Timbertooth during an earth elemental storm in the Ohn'ahran Plains.
