Spawns in the centre of Endless Sands. It is first mounted on Rhuv, Gorger of Ruin, and dismounts once that is defeated. Frequently goes immune and lifts everyone up in the air before throwing them a fair distantce, but that can be outranged to avoid it. Most importantly, it drops a healing area that it needs to be moved out of, otherwise it will rapidly heal to full.

Dropped Rotculler's Encroaching Shears. Its mount Rhuv, Gorger of Ruin, can drop Iska's Mawrat Leash.

Known issues: it faction tags, the tag can reset if all taggers are held in the air, and multiple copies of this NPC can be spawned if only Rhuv, Gorger of Ruin is killed, and this one is left alive.

Once you kill him whilst he's on the mount
He will then get off it and go back to 100% HP - during this you need to kite him constantly or else his hp will keep going up and won't be able to kill him

Using pets to tank him is not a good idea or else he will never die, he needs to be constantly moving to kill him

Ok, so just to clarify since it's abit confusing, atleast it was for me. The mount Iska's Mawrat Leash, is not a drop off Iska, but it actually drops from Rhuv, Gorger of Ruin, which is abit funny since Rhuv is a dragon, and not a mawrat. This essentially means, you have to tag Rhuv to be eligible to loot the mount, and not Iska, Outrider of Ruin.

I thought of this, while seeing people loot the mount while fighting Iska. Funny thing I noticed aswell, is that Rhuv only has this mount on his loottable. If there is nothing to loot off of him, you didn't get it, but if he will 'sparkle', as in you have loot waiting, this will give you a 'heads up' you are about to loot Iska's Mawrat Leash.

I killed it 9 times with 9 different characters, and it dropped on my 9th attempt. Meanwhile I usually saw 2-4 mounts per 20-30 man group, so I would assume it's around 3-5% drop chance. Here's a screenshot of me looting the mount while still fighting Iska.

Killed Reanimatrox Marzan and then killed Iska, Outrider of Ruin after 3h and 40min, but not 100% sure this is the timer. I will update the timer between the kills.
UPDATE: High Reaver Damaris spawned next after 3h.

do you only have 1 chance a day for the weapons to drop or can u just farm them as much as u want?

If you tag Iska but don't make it in time for Rhuv, you can try again on the same day to get Rhuv. Once you do tag Rhuv, as others have said, the drop rate is not too bad, 3-8%. Iska and Rhuv have separate daily loot lockouts.

Do not engage this guy with Highlord Bolvar Fordragon around during the quest Oppress and Destroy because he will endlessly taunt the mob forcing it to stand in the Field of Desiccation spawned by failing to interrupt Bolt of Ruination infinitely.

Stupidly long spawn timer. I'd been waiting for it to spawn and it spawned in the 3 min i was away from my computer. Didnt spawn again until around 26 hours later.

This is really a terrible system. You see a zone wide emote when these guys come up (which is good), but I almost always seem to be clear on the other side of the zone. And that assumes they come up at all when I'm on as the spawn timer is huge (hours), so mostly I never even see them.

I never see groups for these guys in lfg. Maybe there was when the patch first came out, but I've never seen any. I do start a group for them and I've had people thank me, so I figure it's an issue.

And of course the weapons are low drop rate AND if that's not bad enough there's no guarantee you'll get what you want. I was in subtlety spec on my rogue and got the mace...

I strongly suspect that the 3 dune rares (Iska Outrider of Ruin/Rhuv Gorger of Ruin, Reanimatrox Marzan/Phalangax the Final Grasp, and High Reaver Damaris/Edra the Will Grazer) spawn after a certain number of other ZM rares have been killed. I have repeatedly seen them spawn immediately upon killing another rare, and their spawn time is much faster during periods of high activity/rare killing, and much slower during periods of low activity.

I couldn't find a comprehensive list of all the weapon appearances dropped by these three dune elites, as well as which classes could loot them, so I made the list myself. Keep in mind that you do not need to be in the proper loot spec to to obtain the item, just be on that class. For example, my BM hunter can loot the polearms despite not being able to use the weapon in that spec. Some items can be dropped by all three, as noted below, while others require a specific elite to be up.

As someone who recently (last 7 days) camped the living hell out of these rares in Zereth Mortis (ZM) avoiding Dragonflight and the crowded-lagfest here are my findings:

1) I came for the mount that drops from Rhuv, Gorger of Ruin (Iska's Mawrat Leash) but stayed for the transmogs
2) They respawn after someone kills a rare. Do not just wait AFK in the middle of the sand area, it won't speed up the process. Lvl 70s in blue/green gear can solo all the elites except Protector of the First Ones (needs 2 to open the gate - btw send suggestion to blizzard to fix this to be soloable as ZM will be less and less crowded as time goes on) and Zatojin (Lvl 70 cannot get 10 stacks of poison from the drones, so need lvl 60-65ish to do it). Respawn timer is about 1-2hour provided someone is constantly killing the rares. Longest i've seen was 12hrs on a dead shard. Shortest 50mins.
3) While cruising around the area killing rares I found new friends that are also camping the rares, each one for their own reasons. The rares drop genesis motes, cyphers, rep, transmogs, and latices for mounts/pets/ use addon Silverdragon-TomCatTours and Handynotes - Shadowlands to see what you want/need and which rares are up. cool weaps like Xy'rath's Signature Saber will seem non-rare by the time you're done
4) Phasing sucks. 2 examples that mega triggered me: 1) Just killed Otaris as a 61 DK, slow and grindy kill (6+ mins) Saw the ''swirling sands'' zone announcement -> started heading there (from Otaris area), when I got there, nothing...No corpse, no players(I got phased!) 2) Camped 3 hours, it was about to spawn surely, then I got phased. I altf4 from rage.
How to deal with phasing? Find friends across different shards eg for EU realms Draenor-Silvermoon (2 shards), ArgentDawn-Hyjal (another 2shards) etc.
Use addon https://www.curseforge.com/wow/addons/raretracker-rt ( I used core/ZM module for less lag), this addon shows the shard number. eg 15. 14. 14503 etc. This is the ''CRZ'' instance you are in. Sometimes 2 chars on same realm can be on 2 different shards...so use this to your advantage to track kills. Invite each other, make custom groups, use legacy raids for cross-faction if you're feeling generous. cooperate. With 3 players on 3 shards you get 3 kills in 1-3 hours. *Insert stonks meme*
5) Park as many alts as possible in ZM to camp this, use the classes you want transmogs on. Eg. if you want Marzan's Dancing Twin-Scythe park a Hunter/Monk /Druid there. If you want Reanimator's Beguiling Baton park a dk/pala/warrior there etc
Level 60s who already have access to Korthia can use the direct skip to ZM without any questing as long as your main char completed the story to access it (speak to the Voice of the Abiter in middle of the Enclave and complete this quest Call of the Primus then click ''skip to ZM pocopoc" dialogue)
If your lvl 60 does not have access to ZM but you have done the threads of fate, and have the covenant spells, you can after reaching 60, head to ZM ,speak to the voice, then head to your covenant, do the introduction, get your soulbind, then you get send back to Oribos, use the skip to the Korthia from Bolvar and then you can also skip to ZM .
I do not have any info on new chars who never did SL content. sorry
6)Loot is not spec dependent, you can put enchancement on loot spec as shaman and get the caster staff. i or be protection spec paladin and get 2h mace.t's random class-based loot.
7) Open the treasures near the sands (Mawsworn Supply Chest) can drop Spectral Mawrat's Tail
8) Use Enhancement Console for char buffs to make life easier such as Focialic Crystallic Spheroid Flexialic Crystallic Spheroid etc
9) Dumping some raw spawn data from paper notes I haven't tossed out

I started Zereth Mortis as a new zone (I could see it with NPC Timer addon). And I saw that Iska, Outrider of Ruin was spawned after 15 min. But it was only one time. Other 5 times I never saw Iska or other of these 3 rares in the first 2 hrs of zone starting.

Today I've received my Iska's Mawrat Leash, after i got the following (german) emote for the first time:

"Rhuv, Verschlinger des Ruins, gibt einen durchdringenden, schrillen Schrei ab."

The emote showed up when Rhuv became attackable.
I think that you'll receive the mount, if you can read this sentence.

I don’t know what’s going on lately but I haven’t seen any of the 3 rares spawn no matter how many other rares I kill. I can spend hours upon hours every day killing rares in the zone and there are no spawns for Iska or the other two. Bizarre.

Been farming this damn thing for over 2 years now. Over 80 kills of ISKA. Countless hours spent in Zereth farming rares in the hope of spawning. There are way to many theories on what actually makes Iska spawn but to me it's when a player has given up all hope and finally leaves the zone. The next player who arrives kills a random rare and there she spawns.

A lot of people saying protector is the way to go. They are 100% incorrect. i have farmed here non stop during Shadowlands and all through DF. I've played on full shards and dead shards. It's got nothing to do with a specific rare. It is 100% zone activity. Things being done in the zone, be that quests, rares, dailies, puzzes, chests. I've had Iska spawn on a dead shard after opening a chest. Its completely toxic to make us do old content for hours and not in the spirit of the game at all. It promotes unhealthy gameplay.

The only way our sanity is restored is if we all put in feedback to Blizzard that the way this rare and mount is structured is completely toxic and needs to be redone. They can keep the random 1/3 spawn. They can keep the 1/100 chance on the mount. What they need to do is INCREASE the dune dominance rares spawning. I am begging all of you who read this comment to please submit feedback to Blizzard so that another fellow mount hunter in the future won't have to do this horrible grind.

Coming back to shadow lands to try and do this seems impossible now, I've had times when I've taken a dozen characters around the zone killing every rare and opening every chest and nothing spawns and this is on an RP realm so its even worse, I have no idea how someone thought it was good idea to leave this like this, hopefully as they go back to tune shadowlands for farming old raids someone touches stuff like this up as its almost impossible solo to do stuff like this now

Alright so I just spent the last 3 days camping in Zereth Mortis for this achievement and I wanted to share some info that is relevant if you are currently trying to get this as of 11.0.5 in The War Within.

ALL TIMES IN EASTERN STANDARD TIME
Starting Wednesday I got there about 10 minutes before server reset at around 9:50am EST.
Sat around for about an hour before I got bored and started killing rares as some have suggested here to speed up respawn time.
Hunted down every rare spawn I could get to, but they die super quick on an active shard roughly 30seconds to a minute after spawn.

I believe I MAY have missed a spawn, as I did get bored and ran a timewalking dungeon at around 1:30pm. However I did not see my first spawn of Damaris until 6:04pm.
I also went to sleep around midnight and woke up at around 5 hours later at 5am Thursday morning.
I did decide after my second kill of Reanimatrox Marzan to call it a day as this achieve was starting to take its toll on me, however, I STRONGLY believe that the game currently cycles which spawn you see on a DAILY cycle. Meaning that once you have seen one, you will have to wait until the following daily reset to see a different rare spawn.
I feel like this is confirmed based on my time spent in the zone between the 3 days.

As follows are the times I saw a rare spawn of the needed mobs for Dune Dominance.

WEDNESDAY AFTERNOON

THURSDAY MORNING
High Reaver Damaris - 7:12am

TL;DR
Once you have seen one of the three, don't bother camping the zone for another spawn until the following daily reset. If possible it seems coming on about 1-3 hours before daily server reset is the most consistent spawn time. During later hours the spawn rate seems to increase to 4-6 hours after daily server reset.

Just wanted to post this to help because I could not find a decent CURRENT post about spawn times or rates and would like to help anyone doing this in the future from sitting around for almost 24 hours, over 3 days, from going insane like I was.

Welp I can DEFINITELY say it doesn't take a ton of kills/activity in the zone to trigger Iska's spawn. I killed most of the rares in ZM some 10 hours earlier and nothing much since then. Mostly sitting on a pillar nearby to wait and watch. I logged in again, was immediately distracted and came back to see:
"A loud rumbling echoes in the distance as the northern sands begin to shift.
Iska, Outrider of Ruin says: Meet your ruin!
Iska, Outrider of Ruin says: No! You will suffer for eternity!
You are now Away: AFK
A calming wind fills the air as the disturbance in the dunes subsides."

This is on a near abandoned RP server. I see someone out here for maybe 30 seconds about once a week. Maybe. In adding filtering there was indeed a warlock present that took her out. I completely missed it.

I am still fishing for the Hirukon Goop but apparently fishing for hours doesnt count as "activity" in the zone. Hahaha, this is pure madness. I am way down the rabbit hole, we are all mad here hahahaha. I cant anymore....
