The notes for 9.5 state "Players who have completed the introduction in the Maw on one character will be able to speak to Highlord Darion Mograine in the capital cities to skip it on their alternative characters on their account."

I had already started the quest on an alt before 9.5 was live, I went through the portal, put the 4 crown pieces in place, and grabbed the 5th piece, and then cancelled the quest before I was dropped into the Maw.

After the 9.5 update I looked for Darion Mograine in Orgimmar so I could skip the intro, but he wasn't there. Instead, I found the option to skip it on Nazgrim who is standing by the portal.

For characters below level 50, normally you would not have been able to skip the Maw introduction.
Now with Dragonflight and using Shadowlands Chromie Time it is possible to skip the Maw regardless of your level.

If you are also on the intro to Dragonflight quest, then Darion will not be present in Orgrimmar until you abandon or complete the Dragonflight intro quest. As soon as I abandoned, Highlord Darion Mograine phased into Orgrimmar.

If you can't see him on a character that's above level70 and you've already finished The War Within campaign on any other character, use the scroll to teleport to Silithus and then skip the TWW questline by talking to the NPC that gives the main quest start intro. Then you'll get teleported to Dornogal and after that teleport to Stormwind/Orgrimmar and you'll be able to see him.

If you are looking for Highlord Darion Mograine because you are not seeing a flightmaster in Oribos with a instant levelled alt, this is how you solve this pre Midnight as of 2026 for a Horde char:

Click the scroll in your bag belonging to the quest The War Within
You get and do a few following quests:
A Poor Reception,
Azeroth's Voice,
Painfull Lessons

As of now, in Dalaran you get the option to do The War Within Recap (big book that leads you trough the highlights of TWW)
Heartstone or travel back to Ogrimmar.
Finally you see Highlord Darion Mograine - Horseman of the Ebon Blade standing in front of the main building in Ogrimmar, Grommash Hold, at /way 50.31, 76.72
Accept the quest Shadowlands: A Chilling Summons. If you're playing with an alt, you can choose the option: I have heard this tale before - Skip the Maw introduction. Oribos awaits.
After accepting the following quest: Stranger In An Even Stranger Land, talk to Protector Captain, just a step away. Then talk to Overseer Kah-Delen. You can skip here again, twice.
The flight master is now available.
Talk to Tal-Inara and accept Choosing Your Purpose, which is needed for joining a Covenant, if you are here for buying decor pieces.

I was on a lowbie, and he wasn't in Org. I went to Chromie and selected Shadowlands timeline. Got the quest "Shadowlands: A Chilling Summons" and then he was there.
