In Skoldus Hall he is located off to the side as you get to lvl 6. There are no mobs around him, only the final boss Warden Skoldus in the next room. You get a quest item from him for the quest "Information for a Price" called Ice-Encrusted Debris that costs 5 Phantasma.

Found this fellow dead on floor 18 of Twisting Corridors, Layer 1. Right before the final boss, he was a clickable corpse that said he had been killed earlier. Rather annoying as this left me with several thousand anima and nothing to buy! (I had killed one broker earlier in the run with a Ravenous cell, so its possible it was the same fellow, but I had met several brokers in the interim)

Fun fact, if you use a Ravenous Anima Cell on Broker Ve'ken or Broker Ve'nott in Twisting Corridors, the next time you encounter them, they're laying on the floor dead.

You can do in only when Venthyr Assault is up.

This is how i done it:

Pick Up Quest Fangcrack's Fan Club From Rendle 31 15 He is on wall.

Then move to 30 13 there will be Fangcrack next to Portal to Torghast. Fangcrack will pulls mobs ( kill them to get next pull ), Ashen Phylactery and Anima Hoard.

To get this Achi done You need to get 10 buff by destroing Ashen Phylactery or picking skill from Anima Hoard.

Quest i give back after i done Achi.

Fangcrack can pull as well Broker Ve'nott. He Can Sell You Collapsing Riftstone fror 100 Stygnia.

Hi, has anyone been able to buy the Gilded Mawsworn Greatsword from him or the other vendor?

Can't seem to find it on any wing / layer above 13. I have bought all the other cosmetic items that they are selling but not this one.

Edit: finally found it in The Soulforges Layer 13 Adamant Vaults, sold by Broker Ve'nott.

Has anyone the problem not being able to buy any cosmetic while you have enough phantasma? the items are lockt but its not saying what i miss to buy. even soms anima powers are lockt

ITEM IS LOCKED... but WHY? How do we get these locked items? Some posts say go to another floor, but that's doesn't make sense without further explanation.

Items still locked as of today. Items that I can use on my hunter. Sigh. When will this be fixed

It seems like certain items may be restricted to certain Torghast zones. I couldn't buy the sword, crossbow, or several armor pieces (Item Locked) and went to The Soulforges as AdrienMR mentioned in their comment and when I rolled them they were unlocked. Could be coincidence, but worth a try.

Ah, a classic Torghast quandary. It's a system designed to push you to progress in specific ways, and the merchants are a key part of that.

The reason you're seeing a locked item from Broker Ve'nott, even if you have the Phantasma, is likely because the item is from the "Discovered Cache" talent in the Box of Many Things. This talent unlocks the ability for certain rare Anima Powers—up to two of them—to be available for purchase from brokers.

To solve this, you need to unlock the "Discovered Cache" talent, which is a talent within the Torghast-specific talent tree, the "Box of Many Things". This talent tree provides a number of permanent upgrades for your character that only apply within Torghast. You acquire these upgrades using a currency called Tower Knowledge (TK), which you earn by completing Torghast layers with a good score.

To get the "Discovered Cache" talent, you'll first need to spend a certain amount of total Tower Knowledge to unlock the corresponding tier of the Box of Many Things. The talent itself then requires an additional investment of Tower Knowledge to unlock its ranks.

In essence, the item is locked because your character's meta-progression in the Box of Many Things has not yet reached the point where that item is available for purchase. You'll need to run more Torghast layers, earn more Tower Knowledge, and then invest that currency into the "Discovered Cache" talent to unlock the items you want to buy.

So I can confirm that you are able to acquire the cosmetics from this vendor. What I have tested so far is:

1. It appears you have to complete the questline to unlock Torghast on the character you are grinding the cosmetics on. Ran 2 of my characters one with and one without this and only the one with the questline complete eventually was able to buy them.

2. You have to unlock the Box of Many Things and Adamant runs. Again, one character with and one without doing this it appears you need to do both of these to be able to buy.

I tested this while clearing Skoldus to layer 16. I was able to initially purchase all cosmetics on the vendor until reaching layer 16 when 2 more were listed but not purchasable ... looking into what other conditions there might be. Going forward, will be grinding the other halls in Torghast and see if there are other cosmetics that are specific to each hall and if clearing each is the possible unlock for the last 2 items I saw.

To comment on some discussion I have seen, the pets you can obtain did not appear at all on the vendor but were drop items from the final boss on level 5. Also, have not seen any mounts listed on the vendor nor have I been lucky enough to get one in a drop to comment on getting those.

Hope this helps you all that are grinding for these.

Ok it took me a while to figure out but: to get the transmog options, you have to do the REGULAR tower levels. Not the Gauntlet or the Twisting Corridors.

I kept doing those because i assumed 'higher difficulty is higher reward'.
