This vendor is in the center of Dalaran and also the three-way road intersection in Moonglade (south-west). The cluster launchers sold here are used to summon Omen, although you can also receive his blessing by walking on him after someone else's kill.

This is true yes, but it would be more correct to say that the Lunar Festival even in WoW is a in-game celebration of the Lunar New year, which is celebrated by many cultures, and many more celebrate an event of some sort around this time of year, though it may not be the new year. Just like the Feast of Winter Veil is an in-game celebration of winter holidays around the world, though it most closely resembles American Christmas festivities.

There's a goblin in Orgrimmar that sells these, just near the flight trainer and the flight master. Below the Zeppelin that takes you to Undercity.

He's hard to miss considering there are two glowing taurens around him.

So running some calculations it looks like I can store about 8k of these rocket clusters per alt with max bank slots and elementium toolboxes, I'm going to make 8 such alts and stock up for the off season and use the other two slots I got from the realm merger to make alts to hold the large rocket clusters and pandarian fireworks I will actually be making. Combined with alts mailing fireworks to themselves I could have functionally infinite amounts of these anytime I wanted them. Assuming 1 shot per second I could fire clusters rockets for over a full real time day in stormwind, wonder if the gms would step in before I finished? :)

Edit, well I did actually get 3 alts and 1 more with large rocket clusters. Might try to do some sales over the 4th :)

Not sure why the one in Orgrimmar is not listed on this page, but fyi, there is one in Orgrimmar as well. He's a goblin found between two lanterns, in front of a fence housing some wind riders and where a couple of Orgrimmar Skyway Peons are hammering. Exact coords are 48.7, 57.0 in Orgrimmar (on the raised area where the flight master/zeppelin towers are). If you can't locate him, type /tar lunar festival vendor.

DF 2023

Orgimmar's hidden Lunar Festival Vendor is found on top of a low table to the left (southwest) of the Org Lunar Festival Harbinger surrounded by a bunch of rocket cluster shooters next to the fence. Basically from Lunar Festival Harbinger just turn left until you see Lunar Festival Vendor about 10 feet in front of you (under two lantern poles next to the Wind Riders). The nameplate may be off in DF, and he is a small green goblin with a mixed dark blue outfit.
