Rare Elite offered as a world quest. She can be found in Val'sharah, the closest flight path in the Garden of the Moon. One way to get to her: Once you arrived at the flght point head north, cross the bridge at 56,50, right after head east through the woods and jump across the water. She can be found on the right side of the waterfall, her coords are 59,50. Hope this helps :)

Aodh Witherpetal is located in Val'sharah.

if you start at the "Garden of the Moon", goes to the other side from the "Temple of Elune" and keep to the right. Before the bridge, turn right, past the trees to a clearing near the river and a waterfall, where you will find Aodh Witherpetal and she will use Throw Spear.

The abilities of this mob don't scale down, she'll one hit kill you at lower levels.
