To obtain Katy's Stampwhistle, you'll need to do the following;

After you obtain your Lost Mail and turn in the initial quest to Madam Goya at the BMAH you can go directly to the mail room at 33.22, 31.95. You do not have to wait for the mail from the postmaster. There is a lot of legwork in this chain, so be ready to spend some time if you want to do it in one go.

Once there, The Postmaster will ask you to mark several pieces of mail as Return to Sender. Just right-click the glowing mail floating around the room to channel the return spell. Afterwards, he'll proclaim you a natural and ask you to deliver A Huge Package. This quest weights you down considerably by making you walk and fly extremely slow. I still found it faster to fly over the tops of the buildings rather than walk around them.

Once you've delivered the stone, return to The Postmaster and he'll ask you to do a Priority Delivery! Don't worry! A portal will spawn to ICC and you will be attacked by 3 Ethereals while looting the Lich King. Once you've defeated them, take the portal back to Dalaran from the platform. Make your way to Feralas to see your old friend Johnny Awesome! Horde can get there by taking the Dalaran portal to Thunder Bluff and Alliance can fly down from Darnassus. Johnny will ever so politely inform you that he already has Invincible, but as you're a postman now, you must provide Service with a Smile. Head on over to Gott Weedlespan to sell the horse to him and return to Johnny. Johnny will give you your Due Reward. So, head on over to Hillsbrad Foothills. Horde can fly down from Undercity and Alliance up from Ironforge.

When you're done, head back to Dalaran. You will have another mail from The Postmaster asking you to return to the mail room ASAP because The Mail Must Flow! This is a relatively simple mini-game where you must sort 15 pieces of mail correctly within 60 seconds. Provided you know which continent zones are located in, it's very easy. If not, there are several other comments here with lists providing assistance. Once you complete it you will get the The Total Package achievement.

Afterwards you can talk to The Postmaster again and ask for a challenge! Sorting 30 letters in 60 seconds will grant you the Postmaster title, the battle pet, Mailemental and your very own postal assistant, Katy Stampwhistle, whom you can summon every 3 hours to bring your mail to you.

But what about Johnny! He'll send you a cute little letter the next day with your tip for doing as asked, a Timeworn Heirloom Armor Casing. All in all, you get 3 achievements, a toy, a pet, an heirloom upgrade and a title for very little effort. Not bad for a WoW day's work!

I found it very hard to look back and forth between the lists and the minigame, so I ended up just memorising most of the locations, which is just helpful to do anyway. I also found that the minigame repeated a lot of the locations, sometimes 2 or 3 times in a row in the same game, which helps shave off a lot of time. Plus it repeated several of the locations game after game. Good luck future Postmasters!

I summoned her in the chamber of the heart and she immediately dispawned before I had a chance to click on my mail. But the cooldown was now set to 3 hours. I wonder if this is a bug or intentional. Are there limitations to the places where you can call her?

Hehe, an undocumented change for 9.2... Katy Stampwhistle (the mail gnome), now has some new unique voice lines when you interact with her, rather than the normal standard female gnome npc ones.

"great outfit!"
"excuse me, you're holding up the line"
"here's your tracking number, now GO AWAY"
"next in line please"
"hello"
"thanks for your patience, how can I help"
"how's it going?"

and exits:
"good luck out there!"
"cya next time"
"you have a good day now"
"I just love working with the public"

(is maybe more too, just the ones I've found so far)

As of patch 9.2 Katy Stampwhistle has new voice lines when you click on her.
