Patch 8.3 Legendary Cloak Stats and Overview - No Capes From Ny'alotha and Weekly Chests
Wrathion's Legendary Cloak is in important part of Patch 8.3, providing Corruption Resistance, special Equip and On Use effects and scales to Item Level 500. Because all players will be using the Legendary Cloak, the weekly Mythic+ chest will no longer drop Cloaks, but it does appear that end-of-dungeon chests can still drop cloaks.

Legendary Cloak Upgrades Will Be Weekly Capped With A Catch-Up Mechanism
Blizzard has announced that the Legendary Cloak Upgrades will be hard capped on launch, with one new step becoming available each week. This will prevent players from having an infinite grind of Coalescing Visions, just to upgrade the cloak and add a catch-up mechanism for players who are behind or failed a Horrific Vision run.
