I didn't notice this quest reward until I hit 80..... this should be some auto complete thing. It would've saved me hours...
Fair warning, if you're using this buff in the heroic world tier, your level will go up so quickly that your ilevel can't keep up.You might have to switch to normal world tier to slow down leveling so you can get a chance to collect some crates for better gear.
This buff auto cast on me at 70 on Day 1. Did not actually have to turn the quest in, not sure what happened there.
Make sure you don’t have warbound completed quests off or you won’t see it on alts unless you mouse over her.
EDIT: I re-read the post and I guess it doesn't kick in until level 70 on alts. Not clear if I will have to do the quest again on each alt as I currently have one in the 70s where it shows, one at max level where it doesn't show (makes sense), and one brand new one at level 10 where it doesn't show since she isn't level 70 yet.I have completed this quest but I do not have any extra XP bonus. I am currently sitting at 101% so not even close to the supposed 250%

Imo the xp gain from 10-70 needs to be buffed. Even with a 25% addition from the artifact leveling feels way too slow for a remix
