Why are tier tokens still bound to specific classes nowadays?

With the old loot system i used to get a loot piece or more based on how many wings are opened , now with the whole raid rolling for items they dont even need and loot distribution system that is broken i get 1 item per 2-3 full LFR clear if im lucky...daym i hate that system...
The second half of the Araz fight actually requires people to do some damage, which was a tall order for one of my LFR parties.
I mean, "Now Available", is technically accurate.It would've been accurate on Tuesday as well, but it's still accurate these many days later.
