They should count toward the cap. I completed it and I'm at 90/90. I hope they remove those ill gotten 15 crests from you and others along with any gear you may have upgraded.

They better increase that cap for everyone - I for example handed it in before I reached the 90/90 cap. It only works if you've gotten to that cap apparently.
I don't think Blizzard gets it. I do Delves PURPOSEFULLY to avoid M+, because I'm not interested in it.
I also did this early in the week and it counted towards the cap.

Definitely does count torwards cap, did it on multiple chars today and yesterday and it alle counted torwards cap.

Having the same issue as others. Turned it in early in the week and now it says 90/90 and that the quest is completed, but others in the guild have it at 105/90 because they turned it in after capping.
doesn't bypass the cap but if u completed it after being capped you dug into next week's cap early. meaningless
