Plunderstorm Hotfixes

Fire Whirl
All Ranks: While active, players move 70% faster (was 140%)

Toxic Smackerel

Rank 1: Now a 5.5 sec cooldown (was 7 sec)
Rank 2: Now a 5 sec cooldown (was 6 sec)
Rank 3: Now a 4.5 sec cooldown (was 5 sec)

Star Bomb

All Ranks: Cast time reduced to 2 sec (was 2.25 sec)
