Undocumented Class Tuning Hotfixes on Live Servers - Balance Druid and Frost Mage

Starfall damage buffed by 13.9%.
Initial tick removed on Starfall.

Frost Mage

Frozen Orb duration reduced to 10 seconds (12 with Everlasting Frost).

DorovonNormally, Frozen Orb expires when

It had ticked 20 times (24 with Everlasting Frost)
It had been spawned for 15 seconds

Now, it expires after 10 seconds (12 with Everlasting Frost). This means that you lose ticks if you cast it from range. At 40 yards with Everlasting Frost, it will tick 21 times instead of 24.

Can't possibly be allowed in progression runs. Every patch for years now frost is garbage at the start, maybe gets somewhat fixed piece by piece about a month or two later. Then, just before another raid comes out, its either fallen behind far with bad scaling and is desperately in need of a buff (especially aoe), or it gets nerfed again to make sure it can't possibly be good for progression.
