I disagree that this is min-max. People downplay the importance of this, but almost any end-game player should care about these upgrades. It's important to anyone who isn't in a tight-knit guild or M+ team; which will be a large proportion of players.You're far more likely to get invited to pugs if you made an effort. If there are two rogues signing up - both with the same RIO - neither of whom you know - and one has 360 ilvl, and the other 380, who are you going to pick?
Apparently the best way to gear your character in DF was to exploit the various bugs and oversights while you could…The rest of us non-cheating scrubs will be stuck with ilvl around 370 when the raid releases.
I'm glad that somebody explained this because my item level has certainly improved. However, I saw a PvP World Quest without War Mode on.
There's a lot of misinformation here from end-game haters; there will be many thousands of M+ groups and raids being run of the first day of the season, and many choices will have to be made about which random pugs to invite. It's a dishonest thing to claim that it's a binary "top end RWF guild" and "everyone else", There is a huge and healthy spectrum of end-game content runners, from people who clear some or all of the possible normal/hc raid bosses, those who will hit the very highest of keys, to those who fail to time a +2.All of those people might not ever see a Mythic raid or a +16 key.
