This item is looted from Balakar Khan, the last boss of the Nokhud Offensive dungeon. This is not a 100% drop (currently estimated to be a 30% drop) and it is currently being researched what difficulty this drops from, but it has been confirmed it drops at least from the Heroic difficulty.

Essence of Awakening

This item is purchased from Quartermaster Huseng in Maruukai, starting at Renown 7. It costs 50 Dragon Isles Supplies and 1 Occasional Sand (looted from Time-Lost mobs in Thaldraszus).

Exultant Incense

This item is crafted by Alchemists - Recipe: Exultant Incense is purchased from Quartermaster Huseng in Maruukai starting at Renown 22. Be mindful that Godoloto requested a fine incense, which means only the Rank 3 version of the recipe will count for the quest.

Make it require the achievement proving you obtained the legendary staff. Heck, maybe even have it be character-restricted if they want it to be that special. Just make it easier to use the mount effect so players don't have to rely on and update a macro every time they get a new weapon (per spec!) or when Blizzard breaks something.
