Really hope this only applies to those who have acquired the cloaks, and that the visuals are available to any toon on the account.
Why would anybody care if this went to everybody. The cloaks aren't prestigious in any way.
It would be far more compelling to use the MoP effects if they were permanent - where as the new ones are quite niche

The original quest lines should be restored, along with the original cloaks. It's a good story and still relevant to lore. Adding a temporary appearance just makes the FOMO achievement less meaningful. But FOMO is a cheap design tactic to encourage engagement anyway.
I just want to transmog the cloak effects from the MoP legendary cloaks. I don't show cloaks on anything ever, they're all ugly. Those effects though, those were the best part of the cloak visual. Even better because you could hide the cloak and still have the visuals show!
I really hope the Mists of Pandaria Questline from Wrathion comes back along with the Cloaks. It was so beyond stupid to remove it and ruins a big chunk of wrathion lore and mists great raids.
