Those upgrades had better come from the difficulty below the one they upgrade to for them to have any meaning at all.

That's actually a pretty cool change.
It definitely does not make sense for it to drop in the lower difficulty. It’s basically bad luck protection or to help you keep that good piece you got. Anyone who thinks the mythic version should stop in heroic is a lunatic
This is great. Didn’t we have something like this not too long ago? I swear we did. Or maybe it was just warforging which personally I liked. (I know so many didn’t because it wasn’t “fair”)
Should also be obtainable one difficultly below where it’ll be upgraded too. Having the orb drop in mythic only to turn heroic gear into mythic will be a bad idea. It’ll take probably 20 boss kills to even upgrade a piece to mythic from heroic, I see no issues for it working this way.
Until where and how often "empowered" gear drops is made known, I'm gonna remain on the "wait and see" side of things before getting excited about this.
