This should have been a death knight legendary (that other 2handers could equip). They massively dropped the ball with Shadowlands but to not give death knights any legendary or additional love during an undead expansion is bonkers.
Wouldn't 0.5 attack speed disqualify this being an option for anyone besides druids? Unless it's bugged or the proc will be seriously op.
A personal "legendary" weapon of THE FIRST ARBITER.... yet we see it in 9.2 for the first time (and the last time). Oh, he wasn't in a fight with us before, so there was no need for it? That's not how writing works, we should see him use the weapon during The Maw intro at least, so we would see the importance and power of it and be like "Ah sh*t, this is serious!", but as it is now, we have no connection to the weapon, it's just some randomly generated mace made at the last minute... now when I think about it, it actually fits Jailer's character really well.
