Keep in mind this WQ may award a conduit for characters who do not already have all their conduits at a certain item level.

Even with the ilvl increase for WQ rewards, this one did not scale up like the other items on my map. Mine shows 194, which I already own.
Yep 194 still. Bummer. I think it needs to rotate onto an elite wq to be the 200 version.
I wish they would let WQ trinket be upgradable. Like some of them are so nice and much better than raids one
Soo on my ret alt which im purposely not putting certain conduits into my conduit library, this WQ is showing up as a conduit. How can I make it turn into the trinket? Please any help?

This trinket actually shows up for me right now as a reward on my Covenant Adventure Table as a level 44 rare (silver) quest called Flight of the Necrorays, but no sign of it as a WQ.
I got a level 200 Bell from a table mission a couple of days ago. I did get this World Quest, and that Bell level was 194. I am currently renown level 48 (and was when I got the mission a couple days ago), so I have no clue how they calculate these things.
