The fact they're enslaved by a creature known as the soulbinder, they don't appear as NPCs other than this boss fight, and their models are both night elves, I'd guess that they're the tormented souls of two night elves bound to his will.
ilvl415 is 15ilvl lower than expected since the previous WBs dropped loot at heroic raiding ilvl in their respective Seasons. Might have to do with a weekly spawn.
I honestly think that it fits more that the naga and their allies would enslave and subjugate the spirits of their night elf predecessors. So don't be hating on Blizz for this, because its part of the lore, not because they wanted it to be that way just to get a rise out of people.

Not only are night elves being persecuted, but so too are the gnomes. Have you seen Mechagon? How many gnomes there are almost all robot now? How many do we kill in the dungeon? Its almost like Naga were once Night Elves so when their ancestral home gets raised from the sea its filled with Night Elf stuff, including ghosts. Imagine. That.People trying to find something to hate from nothing or without context.
